The client/a?plicant and the LAAP Director within 10 days of <br />wTitten notice must initiate efforts in consultation to solve the <br />dilemma. <br /> <br />I <br /> <br />3. If satisfaction is not achieved, the client/applicant or LAAP <br />Director can appeal to the LAAP Policy Committee statingche <br />problem in writing. Within 10 days of this app~l a date must <br />be established for a hearing of the facts and a decision will be <br />rendered. <br /> <br />4. If acceptable finality to all parties from the tAAP FolicyCo~ttee <br />is not achieved then an appeal can be made to the Executive COlllIlIittee <br />of the CAA whose decision will be final. This appeaL must be filed <br />in writing within 10 days of the LAAF PAC's deciSion and. a hearing <br />date scheduled within an additional 10 day period. <br /> <br />5. All appeal procedures will be conducted in a non-legal. manner with <br />parties involved presenting any information they be1.ie:ve relavaut <br />to the case. The party initiating the action will proceed first <br />followed bY~the other party in ~he case. <br /> <br />IV. POLICY ADVISORY COMMITTEE (PAC) <br /> <br />A. Rationale: <br /> <br />I <br /> <br />An autonaIJlous policy-making board separate frOlll the governing b,ody <br />of the eAA is a safe-guard prerequisite to insure independence and <br />responsible functioning of the LAAP. The PAC will provide general. <br />operational guidelines and act as a first line appeal body ror de- <br />cisions concerning eligibility, terminatioA. ~nd'quality of services. <br /> <br />B. Composition: <br /> <br />The Policy Advisory COlllIllittee will be c=posed of nine members of <br />which four should be truly represeAtative of the poor. two other <br />rept"esentatives should be practicing attorneys,cnr judges in the <br />community, two should be- representatives of the ,Southwe.$<C Texas. Stat~- <br />University with the other memhe'l:' being any otherlllember of the <br />community at 'large. <br /> <br /> <br />~. <br /> <br />C. Method or Selection: <br /> <br />1. Four Representatives of the Poor: <br /> <br />To be elected by the neighborhood organizations of Victoria T ~ <br />II (1), Mitchell-Dunbar (1), Wallace (1), and the Public Housing <br />residents (1). <br />
