<br />regular meeting, dec~r 10, 1973 <br /> <br />page three <br /> <br />. <br /> <br />37 <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE APPOINTMENT OF SEVEN INDIVIDUALS AS DEPUTY CLERKS OF <br />THE MUNICIPAL COURT OF THE CITY OF SAN MARCOS, TEXAS, AS RECOMMENDED <br />BY THE CITY MANAGER. <br /> <br />Mr. King moved the Resolution be Passed and Approved. Mr. DeLa Rosa <br />seconded the motion. On roll call, the following vote was recorded: <br /> <br />I <br /> <br />AYE: Cunningham, DeLa Rosa, Dibrell, Etheredge, Flores, King, Tauch <br />NAY: None <br /> <br />Mayor Etheredge introduced for consideration the results of bids received <br />for the purchase of playground equipment.. :.Mr.:DeLacRosa moved the low bid <br />be awarded the Paul E. Allen Company, and the equipment in the amount of <br />$10,691.00 be purchased. Mr. King seconded the motion. Mr. Dibrell stated <br />that he intended to cast a negative vote in protest of the exclusion of <br />local firms from the bidding. On roll call, the following vote was recorded: <br /> <br />AYE: Cunningham, DeLa Rosa, Etheredge, Flores, King, Tauch <br />NAY:. Dibrell <br /> <br />Councilmen expressed their desire to see local businesses included in all <br />invitations to bid, and requested apologies be made for the local firm <br />excluded. <br /> <br />Mr. King moved approval of authorization of the Mayor to execute a deed <br />selling Lot 17, Block 11 of the Wallace Addition to Pablo Urrutia. <br />Mr. DeLa Rosa seconded the motion. The City Manager explained the lot had <br />been taken by the City for non payment of taxes, but that Mr. Urrutia was <br />now current in all taxing jurisdictions. The motion passed unanimously. <br /> <br />I <br /> <br />Mr. Cunningham moved the proposed contract submitted by the Community Action <br />Agency for operation of a legal aid and assistance program be removed from <br />the table for discussion. Mr. DeLa Rosa seconded the motion which passed <br />unanimously. <br /> <br />Mr. Cunningham moved the contract be approved. Mr. DeLa Rosa seconded the <br />motion. Councilmen Dibrell and King expressed their dissatisfaction with <br />the proposal, stating they felt the budget allocated too much for administration, <br />and not enough for assistance. Mr. Dibrell stated he felt this was especially <br />true regarding aid that would be available to university students. <br />Mr. Cunningham noted that the proposal had been revised to allow students <br />representation on the advisory board, as well as efforts begun to set up a <br />"hot line" program similar to the one used by the Drug Education program. <br />On roll call, the following vote was recorded: <br /> <br />AYE: Cunningham, DeLa Rosa, Etheredge, Flores, Tauch <br />NAY: Dibrell, King <br /> <br />Ira Kennedy came before the Council to request that a study be made of ways <br />to assist the elderly and disabled with public transportation. <br /> <br />The meeting adjourned at 8:15 p.m. <br /> <br />,Jll {j-~ <br /> <br />Eddy (1:.
