<br />134 <br /> <br />regular meeting, may 13, 1974 <br /> <br />page two <br /> <br />Mayor Craddock called for nominations for Mayor Pro Tem. Mr. Hansen <br />nominated Mr. Ted Breihan. Dr. Craddock nominated Mr. Bill Dibrell. <br />Mr. Dibrell moved Mr. Breihan be elected by acclamation, and the motion <br />passed unanimously. <br /> <br />The Mayor 9pened a Public Hearing to consider an ordinance on emergency <br />approving the fourth amended cooperation agreement with the Urban Renewal <br />Agency. Mr, Albert Sierra, Executive Director of the Urban Renewal Agency, <br />came before the Council to explain that the agreement was necessary to <br />acquire Department of Housing and Urban Development funds presently available. <br />No objections to the ordinance were voiced. The Mayor closed the hearing <br />and read the caption of the ordinance as follows: <br /> <br />AN ORDINANCE APPROVING AND AUTHORIZING THE MAYOR TO EXECUTE A <br />FOURTH AMENDED COOPERATION AGREEMENT WITH THE URBAN RENEWAL <br />AGENCY OF THE CITY OF SAN MARCOS, TEXAS, IN CONNECTION WITH AN <br />URBAN RENEWAL PROJECT, TEX. A-6; FURTHER DIRECTING THE CITY MANAGER <br />TO ESTABLISH A SINKING FUND TO BE FUNDED OUT OF GENERAL FUNDS <br />FOR CITY TO PURCHASE DISPOSITION PARCEL NO. lA-2 AS AGREED TO IN <br />SAID FOURTH AMENDED COOPERATION AGREEMENT, AND DECLARING AN EMERGENCY. <br /> <br />I <br /> <br />Mr. Flores moved the Ordinance be Passed, Approved and Adopted. Mr. Sutton <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock opened a Public Hearing to consider a request for a change <br />in zoning of Lot 7 in the Ed. J.L. Green Addition, from "R-l" to "M". <br />Dr. Craddock noted that the applicant, Mrs. Edra Allbright, had requested <br />the Council table the first reading of the Ordinance since, due to an <br />illness in her family, she could not be present. Opposition to the <br />requested change was voiced by adjacent property owners, Dudley Dobie, <br />Cecil Cowan, Mrs. Betsy Martindale on behalf of her mother, Mrs. Hofheinz, <br />and S.R. Gregg. Property owners within 200 feet of the property in question <br />were advised that, should the Council postpone first reading of the Ordinance, <br />notices would be sent out informing them of the next meeting at which the <br />matter would be discussed. Mr. Dibrell moved to table the ordinance until <br />such time as the applicant could be present. The motion was seconded by I <br />Mr. Flores and unanimously approved. <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, DEDICATING CERTAIN <br />LAND OUT OF THAT TRACT KNOWN AS THE OLD SEWER TREATMENT PLANT TO <br />USE AS PARKLAND ONLY PURSUANT TO SECTION 3.01 OF THE CHARTER OF <br />THE CITY OF SAN MARCOS, TEXAS. <br /> <br />Mr. Flores moved the Ordinance be approved on first reading. Mr. Hansen <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, REMOVING THE <br />DEDICATION FOR PARKLAND USE ONLY FROM A CERTAIN TRACT OF LAND <br />WITHIN SAID CITY. <br /> <br />Mr. Hansen moved the Ordinance be approved on first reading. Mr. Sutton <br />seconded the motion. It was noted that the removal of parkland use only <br />dedication from the subject property was authorized by a referendum election <br />of April 2, 1974. The motion to approved the ordinance on first reading <br />passed unanimously. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE MAYOR TO EXECUTE AN EXTENSION OF THE ANNUAL <br />ARRANGEMENTS LETTER OF AGREEMENT WITH THE DEPARTMENT OF HOUSING <br />AND URBAN DEVELOPMENT. <br /> <br />I <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />Mr. Sutton moved the Resolution be Passed and Approved. Mr. Breihan seconded <br />the motion, which passed unanimously. <br />
