<br />I <br /> <br />I <br /> <br />I <br /> <br />166 <br /> <br />regular meeting, June 24, 1974 <br /> <br />page three <br /> <br />Mayor Craddock read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE PROVIDING FOR A FIRE PREVENTION CODE TO GOVERN RULES <br />AND REGULATIONS CONCERNING SUCH THINGS AS FIRE WORKS, FIRE PROTECTION <br />EQUIPMENT FLAMMABLE FINISHINGS, FLAMMABLE COMBUSTIBLE LIQUIDS, USE <br />OF INSECTICIDES, HAZARDOUS CHEMICALS, LIQUIFIED PETROLEUM GASES, ETS; <br />PROVIDING FOR THE ADMINISTRATION OF THIS ORDINANCE; REPEALING ALL <br />ORDINANCES IN CONFLICT HEREWITH; PROVIDING A SEVERABILITY CLAUSE; <br />ESTABLISHING PENALTIES FOR VIOLATIONS; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Hansen moved approval of the Ordinance as an emergency. Mr. Sutton <br />seconded the motion, which passed unanimously. The Mayor declared the <br />Ordinance Passed, Approved and Adopted. <br /> <br />The Mayor opened a Public Hearing to consider an Ordinance changing the <br />name of Boynton Street to Franklin Drive. There was no one present to speak <br />for or against the ordinance., The Mayor closed the hearing and read the <br />caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />CHANGING THE NAME OF BOYNTON STREET TO FRANKLIN DRIVE. <br /> <br />Mr. Dibrell moved the Ordinance be approved on first reading. Mr. Cunningham <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ACCEPTING AND APPROVING THE COMPLETION OF WORK DONE ON ASSESSMENT <br />PAVING PROJECT FOR LINDA DRIVE AND THORP LANE IN SAN MARCOS, TEXAS, <br />WITHIN THE LIMITS AS PREVIOUSLY SET OUT BY ORDINANCE DATED JULY 9, <br />1973, WHEREIN THE CITY COUNCIL HELD A PUBLIC HEARING ON SAID MATTER, <br />AND LEVIED AN ASSESSMENT FOR THE PAYMENT OF A PORTION OF THE COSTS OF <br />IMPROVING SAID STREETS WITHIN SAID LIMITS AS DEFINED. <br /> <br />Mr. Sutton moved the Resolution be approved. Mr. Cunningham seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Craddock introduced a Resolution authorizing the Mayor to issue a <br />notice to bidders for construction of a city hall. The Resolution and <br />notice are attached and made a part of these minutes. Mr. Flores moved the <br />Resolution be approved. Mr. Cunningham seconded the motion, which passed <br />unanimously. <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AND ACCEPTING A COMPREHENSIVE TRAFFIC SIGNALIZATION PLAN <br />PREPARED BY JAMES NOLEN. <br /> <br />Mr. Cunningham moved approval of the Resolution. Mr. Dibrell seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration bids submitted for a water main <br />extension to the civic center. Mr. Dibrell moved the bid be awarded to <br />Utilities Consolidated, Inc., of San Antonio in the amount of $63,045.00. <br />(see bid sheet attached) Mr. Sutton seconded the motion. Mr. Flores stated <br />that the 1966 Referendum Election authorizing the bonds referred to a civic <br />center, and not a show barn as the present structure to which the utilities <br />will be extended is eommonly called. Leo Poore, Manager of the Chamber of <br />Commerce, came before the Council to state that the "show barn", as it had <br />been called, would actually serve as a civic center, and would be expanded into <br />a full convention complex under phase two of the present plans. He said that <br />the term "show barn" was not the proper term to describe the structure. <br />Questioned by, the Council, the City Attorney stated that the referendum in 1966 <br />authorized bonds for a "convention center" and contained no specific requirements <br />which would use of the bonds for extending utilities to the proposed site. <br />Mr. Cunningham stated his opposition to the use of the bonds to extend utilities <br />to the present structure, stating that it"was "more than a show barn, but less <br />than a civic center". On roll call, the vote to approve the motion was <br />recorded as follows: <br /> <br />AYE: Dibrell, Craddock, Flores, Hansen, Sutton <br />NAY: Cunningham. <br />
