He prefaced his statement by explaining that <br />the granting of a franchise had reached an impasse in the <br />Spring, and the matter had been tabled until a full Council <br />could be seated, and a new City Manager employed. He asked <br />the City Manager to write the firms that had applied for a <br />franchise in 1970~71, and advise them,that the Council <br />would again c<;nside~grantinga francHise fo~ inl?t'i\llation <br />of "a" IV c~~le in S~ri' Marcos, ~itli a de~dl{n~ 'o~De~~~b~r 1 <br />for receiving proposals. <br /> <br />Councilman Etheredge called attention to the congested parking <br />situation in the Le Chateau area of North LBJ Drive, and the <br />Summit Oak Ap~rtments adjacent to the Campus. He asked the <br />City 'Manager to c~ntact the proper Universityyauthor'ities to <br />see if there were some soluation to the student parking problem. <br /> <br />The Mayor asked the City Manager to see if the City's Peddlers <br />Ordinance should be updated. <br /> <br />Councilman Etheredge asked the City Manager to research an <br />ordinance on regulating gambling, especially at carnivals. He <br />said the City of Austin had passed one within the past six months. <br /> <br />Mr. Etheredge asked the Council to consider the feasibility of <br />a new system of handling parking tickets. He said some cities <br />redeem a ticket for 25~, if paid within an hour Sf the violation. <br /> <br />Mr. Etheredge brought to the attention of th'e Counc'il the need <br />for a heating and air-conditioning code for the City. <br /> <br />The Mayor read a letter from Celestino Mendez, jr., resig~UUg"as <br />the City's appointee to the Community Action Board. The Mayor <br />asked Coun~ilmen to submit names for consideration to fill the <br />vacancy. <br /> <br />Mr. Yarbrough introduced and read aloud a Resolution granting <br />Safeway Stores, Inc. an underground easement on Hopkins and <br />Comanche Streets. It was approved by unanimous vote of the <br />Council. A copy of the Resolution is attached as a part of <br />the Minutes. <br /> <br />The City Manager submitted for Council action an application <br />for State funds to operate the Senior Citizens Center, when <br />Community Action sponsorship ends Dee, 31, 1971. He explained <br />the full scope of the program. The City's share would be furnish- <br />ing the house on Georgia Street where the Center was recently <br />opened. Funds are already budgeted for operation of the Center. <br />Mr. Flores moved that the City Manager' be authorized to submit the <br />application for funds. Mr. Etheredge seconded the motion, which <br />passed unanimously. <br /> <br />Mr. King moved that Ernst & Ernst continue as the City's a~ditors. <br />Mr. Etheredge seconded the motion, which passed unanimously. <br /> <br />The City Manager submitted a list of justified deletions from the <br />tax rolls, see attached. Dr. Tauch moved approval of the deletions <br />from the tax rolls for the years 1966 through 1970, ~or reasons <br />as listed by each name and amount. Mr. Flores seconded the motion, <br />which passed unanimously. <br /> <br />The Council adjourned at 9:00 p.m. <br />
