I I I regular meeting, october 26, 1971 page three Councilman King gave a report from the TV Cable Franchise Committee. He prefaced his statement by explaining that the granting of a franchise had reached an impasse in the Spring, and the matter had been tabled until a full Council could be seated, and a new City Manager employed. Councilman Etheredge called attention to the congested parking situation in the Le Chateau area of North LBJ Drive, and the Summit Oak Ap~rtments adjacent to the Campus. He asked the City 'Manager to c~ntact the proper Universityyauthor'ities to see if there were some soluation to the student parking problem. The Mayor asked the City Manager to see if the City's Peddlers Ordinance should be updated. Councilman Etheredge asked the City Manager to research an ordinance on regulating gambling, especially at carnivals. He said the City of Austin had passed one within the past six months. Mr. Etheredge asked the Council to consider the feasibility of a new system of handling parking tickets. He said some cities redeem a ticket for 25~, if paid within an hour Sf the violation. Mr. Etheredge brought to the attention of th'e Counc'il the need for a heating and air-conditioning code for the City. The Mayor read a letter from Celestino Mendez, jr., resig~UUg"as the City's appointee to the Community Action Board. The Mayor asked Coun~ilmen to submit names for consideration to fill the vacancy. Mr. Yarbrough introduced and read aloud a Resolution granting Safeway Stores, Inc. an underground easement on Hopkins and Comanche Streets. It was approved by unanimous vote of the Council. A copy of the Resolution is attached as a part of the Minutes. The City Manager submitted for Council action an application for State funds to operate the Senior Citizens Center, when Community Action sponsorship ends Dee, 31, 1971. He explained the full scope of the program. The City's share would be furnish- ing the house on Georgia Street where the Center was recently opened. Funds are already budgeted for operation of the Center. Mr. Flores moved that the City Manager' be authorized to submit the application for funds. Mr. Etheredge seconded the motion, which passed unanimously. Mr. King moved that Ernst & Ernst continue as the City's a~ditors. Mr. Etheredge seconded the motion, which passed unanimously. The City Manager submitted a list of justified deletions from the tax rolls, see attached. Dr. Tauch moved approval of the deletions from the tax rolls for the years 1966 through 1970, ~or reasons as listed by each name and amount. Mr. Flores seconded the motion, which passed unanimously. The Council adjourned at 9:00 p.m.
