<br />Section 5. No building permit shall be issued for <br />improvements on unplatted property. <br /> <br />I <br /> <br />Section 6. The public welfare, health, and safety being <br />presently endangered due to the fact that the existing ordinances <br />of the City of San Marcos do not afford an adequate and comprehensive <br />code governing the construction, alteration, removal, demolition, <br />equipment, use and occupancy, and maintenance of buildings and <br />structures within the corporate limits of the City of San Marcos, <br />therefore, an emergency exists, requiring the provisions of the <br />Charter of the City of San Marcos that ordinarily require ordin- <br />ances to be read on three (3) several days and that no ordinance <br />shall become effective until the expiration of ten (10) days <br />following the date of its final passage, be dispensed with; thus, <br />this ordinance shall be effective immediately upon its passage by <br />this body and its publication in a newspaper of general circulation <br />within the City of San Marcos.
