_,25 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECEMBER 13,1971 Present: Mayor Herbert A. Yarbrough,jr. Councilmen: Guillermo DeLa Rosa Frances D. Emery Eddy A. Etheredge Luciano H. Flores Ross King David R. Tauch I City Manager City Secretary Mark E. Gresham Dorothy O. Worrell Visitors: Jay O'Neal, H.~arland Stokes, H.C. Kyle,lll, The Rev. Alphonso Washington,Jerri Martin, Jerry Moore, Lanny Cravy The Mayor called the meeting to order at 7:30 p.m. The Rev. Alphonso Washington gave the Invocation. The Minutes of the regular meeting of November 22, 1971 were approved as pres,ented, on motion of Dr. T auchahd second of Mr. Etheredge. I Mr. Flores moved that Joe Gonzales be appointed as one of the three representatives of the City on the Executive Committee of Community Action, Inc. of Hays and Caldwell Counties. Mr. King seconded the motion, which passed unanimously. The Mayor stated that four names had been submitted by Councilmen for consideration to fill a VacBncyon the Planning & Z.ning Commission. He asked that each Councilman write the name of his chpiceon a,secret ballot. When canvassed, the City Secpetary announced that Ramiro Lugo had re~eived the majority of the votes. The Mayor introduced and read a loud an ordinance adopting the Southern Standard Plumbing Code. Caption is as follows: AN ORDINANCE PROVIDING FOR A PLUMBING CODE TO GOVERN SPECIFICATIONS, MATERIALS, AND METHODS OF PLUMBING INSTALLATIONS; PROVIDING FOR THE ADMINISTRATION OF THIS OHDI NANCE; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING A SAVINGS CLAUSE; ESTABLISHING PENALTI ES TOR VIOLATIONS; AND DECLARING AN EMERGENCY I Mr. Flores moved that the ordinance be adopted on'an emergency basis. Mr,. King seconded the motion. The City Manager explained that it was necessary for the City to adopt the Southern Standard Plumbing Code, in order to up.date the Workable Prograln in order to meet HUD' s deadline of December 31 st. The matter was discussed. The City Manager stated that a workshop had been held with local plumbers by Jasck Major, Buildi hg Inspector. O,nroll call, the following vote was recorded: AYE: DeLa Rosa, Emery, Etheredge, Flores, King, Yapbpough, Tauch NAY:. None The Mayor declared the Ordinance Passed, Approved and Adopted.
