<br />I <br /> <br />I <br /> <br />I <br /> <br />regular meeting, december 13~ 1971 <br /> <br />page three <br /> <br />The Mayor stated two proposals for a TV Cable Franchise <br />had been received by the deadline, December 1. He called <br />on H.G. Kyle,lll, to present a proposal from San Marcos <br />Cable Communications, Inc. Mr. Kyle explained the theory <br />of cable communication, and presented the advantages of <br />having the service in San Marcos. <br /> <br />H. Garland Stokes presented the basic proposal of his firm, <br />San Marcos Cable TV Co. He introduced Mr. Jay O'Neal of <br />Austin, chief executive officer of the firm, who amswered <br />questions proposed by Coun~ilmen. Mr. King, member of the <br />TV Cable Franchise committee, stated he felt a decision should <br />be made by the Council by the first meeting in January. Mr. King <br />moved that a workshop on the two proposals be held between Dec. 14 <br />and the Jan 10 meeting, with a decision to be made on letting the <br />franchise by Jan. 10, 1972. Mr. DeLa Rosa seconded the motion and <br />on roll call, the following vote was recorded: <br /> <br />AYE: <br />NAY: <br />ABSTAIN: <br /> <br />DeLa Rosa, Emery, Etheredge, Flores, King, Tauch <br />None <br />Yanbrough <br /> <br />The Mayor declared the motion carried. <br /> <br />Mr. Yarbrough asked the City Manager to ascertain this week <br />what day was convenient for Councilmen to attend a workshop, <br />and notify the two companies so they could be present to dis- <br />cuss their proposals. <br /> <br />Several suggestions for better service, and improvement in <br />traffic control and parking were discussed by Councilmen. <br /> <br />Dr. Tauch introduced for discussion a plan for getting more <br />participation in ~ity services from the Hays County Commissioners <br />Court. He said an estimated 35 to 45% of the County's tax revenue <br />is derived from property-owners within the City Limits. <br />Dr. Tauch moved that Council Members bring to the next meeting a <br />list of top priorities in areas to present to the County for par- <br />ticipatmon. Mrs. Emery seconded the motion.
