<br />and every day or portion thereof during which any <br /> <br />violation of any of the provisions of this Code is <br /> <br />committed, or continued, and upon conviction in the <br /> <br />Municipal Court for any such violation such person <br /> <br />shall be punished by a fine of not more than Two <br /> <br />Hundred Dollars ($200.00). <br /> <br />I <br /> <br />Section 5. The public welfare, health, and safety being <br /> <br />presently endangered due to the fact that the existing ordinances <br /> <br />of the City of San Marcos do not afford an adequate and comprehensive <br /> <br />code governing the installation of plumbing facilities within the <br />corporate limits of the City of San Marcos, therefore, an <br /> <br />emergency exists, requiring the provisions of the Charter of the <br />City of San Marcos that ordinarily require ordinances to be read <br />on three (3) several days and that no ordinance shall become <br /> <br />effective until the expiration of ten (10) days following the date <br />of its final passage, be dispensed with; thus, this ordinance shall <br />be effective immediately upon its passage by this body and its <br /> <br />City of San Marcos.
