REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECEMBER 27, 1971 Present: Mayor Councilmen: Herbert A. Yarbrough, jr. Guillermo DeLa Rosa Frances D. Emery Luciano H. Flores Ross King David R. Tauch I City Manager City Secretary Mark E. Gresham Dorothy O. Worrell Absent: Councilman Eddy A. Etheredge Visitors: J.L. Thompson, Jerri Martin, Xen Sloan, Lanny Cravy, Ji~ Baugh, Tracy Schiemenz The Mayor called the meeting to order at 7:30 p.m. Mr. Yarbrough gave the Invocation. The Minutes of December 13, 1971 were approved as presented, on motion of Dr. Tauch and second of Mr. Flores. The Mayor introduced an ordinance and read the following caption: I AN ORDINANCE CREATING THE PARKS AND RECREATION BOARD; DEFINING ITS MEMBERSHIP, PURPOSES AND FUNCTIONS; RE- PEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE; AND ESTABLISHING AN EFFECTfVE DATE Mr. King moved approval of the ordinance on first reading. Mr. DeLa Rosa seconded the motion. Mr. King asked about the membership of the existing board. The City Manager said the ordinance pro- vided for rotation of membership. The Mayor suggested that the present members be contacted to see if they wished to continue serving. On roll call, the motion passed unanimously. Mr. Yarbrough proposed the name of Mrs. Peggy Byas for consideration wh~n the Parks and Recreation Board is appointed in accordance with provisions of the ordinance. He stated she had been recommended by the Dunbar Neighborhood Council. The Mayor introduced a Resolution and read the following caption: A RESOLUTION ACCEPTING THE DESIGNATION OF THE SAN MARCOS PUBLIC LIBRARY AS A COMMUNITY LIBRARY UNDER THE LIBRARY SYSTEMS ACT OF 1969 I Mrs. Emery moved approval of the Resolution. Mr. King seconded the motion. The benefits to be derived from the designation of the San Marcos Library as a Community Library were discussed. On roll call, the Resolution was approved unanimously. The Mayor introduced for consideration an Agreement with the Texas Department of Mental Health and Mental Retardation for provision of office space for the newly-inaugurated Scheilh Opportunity Center. Under the pro~osed Agreement, the City would provide a maximum of $25 a month for utilities for the Center. In the discussion, the City ~anager referred to a statement distributed to the Council, outlining the scope of services being offered by Scheib Center.
