Forester, 401 lamar Street, stated he was opposed to <br />aDY change of zoning on Lamar Street, and wanted it all to <br />remain "R-l" (single family residential). The matter was <br />discussed, with Councilmen participating. <br /> <br />I <br /> <br />The Mayor 'closed the public hearing, and stated the Council <br />would consider ordinances embodying the recommendations at <br />a subsequent meeting. <br /> <br />The Mayor introduced an ordinance with the following caption: <br /> <br />AN ORDINANCE AMENDING CHAPTER 12 OF THE CODE OF ORDINANCES <br />OF THE CITY OF SAN MARCOS, TEXAS, ENTITLED GARBAGE AND <br />TRASH, BY DELETING SECTIONS 12-12 AND 12-16 THEREOF; SUB- <br />STITUTING NEW SECTIONS UNDER THE SAME NUMBER; CREATING AN <br />ENTIRELY NEW S~ION 12-17, DUMPING-SANITARY lANDFIll; <br />AND PROVIDING AN EFFECTIVE DATE <br /> <br />Mr: King moved a~proval of the ordinance on first reading. <br />Or. Tauch seconded the motion. Councilmen raised questions <br />on SECTION 12-16, "UNLAWFUL COllECTION", making the point <br />that some City employees had after-hours garbage collection <br />businesses, and depended on the extra income. The Mayor said <br />this type of activity could be viewed as "conflict of interest", <br />or being in competition with their employer, the City. The <br />ordinance was thoroughly discussed._ The question being called <br />for, the following vote was recorded: <br /> <br />AYE: Emery, Yarbrough, King, Tauch <br />NAY: Dela Rosa, Etheredge, Flores <br /> <br />I <br /> <br />The Mayor declared the ordinance passed on first reading, <br />by a 4 to 3 vote. <br /> <br />The Mayor introduced an ordinance with the following caption: <br /> <br />AN ORDINANCE AMENDING CHAPTER 30 OF THE CODE OF ORDINANCES <br />OF THE CITY OF SAN MARCOS, TEXAS, ENTITlED"WATER AND SEWER <br />AND SEWAGE DISPOSAL" BY DELETING THE PRESENT SECTIONS 30-1, <br />30-2, AND 30-5 OF ARTICLE 1 THEREOF; SUBSTITUTING NEW SECT- <br />IONS UNDER THE SAME NUMBERS; CREATING NEW SECTIONS 30-7, <br />"DEPOSIT", AND 30-8, "RECONNECT FEES~; DELETING THE PRESENT <br />SECTIONS 30-27, 30-28 AND 30-35 OF ARTICLE 11 THEREOF; SUB- <br />STITUTING NEW SECTIONS UNDER THE SAME NUMBERS; AND PROVIDING <br />AN EFFECTIVE DATE <br /> <br />Mr. King moved approval of the ordinance on first reading. <br />Mr. Etheredge seconded the motion, which passed unanimously. <br />The Mayor declared the ordinance passed on first reading. <br /> <br />The Mayor introduced an ordinance with the following caption: <br /> <br />I <br />
