Obert, <br />Jerri Martin, the Rev. David Chavez <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Rev. David Chavez, Pastor, EI Buen Pastor Methodist Church, <br />gave the Invocation. <br /> <br />I <br /> <br />The Minutes of the March 13 meeting were approved as presented <br />on motion of Mr. Flores and second of Mr. Etheredge with Dr. Tauch <br />abstaining due to his absence at the meeting. <br /> <br />The Mayor presented the bids for Park equipment which had been <br />opened March 14. Mr. DeLa Rosa mEwed that Go I dthwai,te's of <br />Texas, Inc. be awarded the contracf on a low bid of $3,545.00; <br />Dr. Tauch seconded the motion. Mr. Gresham explained that the <br />Daihatsu was a smaller vehicle which would not damage turf, the <br />type commonly used on golf greens, etc. The motion passed <br />unanimously. <br /> <br />The Mayor presented the bids for asphalt paving to repair Belvin, <br />Guadalupe, Hazleton and Prospect Streets. The lowest bid was <br />received from Schaefer Construction Company. The terms of the <br />contract were discussed. Mr. King moved the contract be awarded <br />to Schaefer Construction Company on the low bid of $13.009.03. <br />Mr. Flores seconded the motion which passed unanimously. <br /> <br />I <br /> <br />Mr. Yarbrough presented the new Personnel Pol icy for consideration. <br />Mrs. Emery moved that it be approved, Mr. Etheredge seconded the <br />motion. Mr. DeLa Rosa stated his concern with Section 7.7b of the <br />pol icy which does not specifically .state that there will be no <br />repercussions if an employee carries a complaint to the City <br />Manager for settlement. Mr. Gresham explained that the fact that <br />employees may go 1::0 the City Manager for settlement makes Ii< <br />understood that there \Vi I I be no repercussions. Mr. DeLa Rosa <br />also questioned the practice of withholdlng holiday pay for employees <br />absent without leave on the day preceding or fol lowing the holid~y. <br />Mr. Gresham explained that this was to discourage excessive <br />absenteeism before and after holidays. On roll call, the motion <br />passed unanimously. . <br />
