<br />regular meeting, april 10, 1972 <br /> <br />page two <br /> <br />Mr. Yarbrough declared Luciano Flores the duly elected Mayor of <br />San Marcos, but said that before rei inquishing the gavel, would <br />I ike to express his appreciation to the people of San Marcos <br />for electing him to the Council, and to his fel low Councilmen <br />for electing him Mayor' in 1971. ' Mr. Flores responded with the <br />hope that he could do half, as good a job in the office as <br />Herbert Yarbrough had done. Counci Iman Etheredge said he had <br />tried to write a "speech" thanking Mr. Yarbrough'for a diffIcult <br />job well done, but had concluded that an editorial in "La Otra <br />Voz" had expressed it better than he could. He read an excerpt <br />from the current' i sS,ue of the paper: <br /> <br />"Herb Yarbrou~h - committed to San Marcos, wil I ing to <br />subject himself to personal abuse by angry and unknown <br />people if he can effect a compromise in a rough situation, <br />a man of inte,grity...." <br /> <br />I <br /> <br />Next order of busine~s was the election of a Mayor Pro Tem. <br />Mr. Etheredge moved that Ross King be elected Mayor Pro Tem. <br />Mr. DeLa Rosa sec'ond';d the motion and on roll call, the <br />following vote wa; recorded: <br /> <br />AYE: Cunningham, DeLa Rosa.. Etheredge, Flores, Tauch, Yarbrough <br />NAY: None <br />ABSTAIN: . King <br /> <br />Mayo'r Flores declared Ross King the duly elected Mayor Pro Tem <br />'of San Marcos. <br /> <br />The Mayor op~ned a Publ ic Hearing on a request for a change of <br />zoning from "R-l" to "0" on an 11.2 acre tract on Prospect <br />'Street. ' ,He asked' if anyone wi she,d tp spe ak for or aga i nst the <br />~roposedchange. Mrs. Jim Taylor said she lived "around the <br />, corner" from the traC,:t, ancf was' opposed to any further multi- <br />family zoning in the area.' She stated that she did not live <br />within 200 feet of the property. Councilmen discussed a <br />provision of the Planning and Zoning Commission's approval: <br />that Jon Mostyn, owner of the property, would extend util ities <br />td the tract at his own expense. The effect of the change on <br />the neighborhood was also cfiscussed. Bob Bartoo.. repres~ntative <br />of the Planning and Zoning Commission, explained that. it was <br />approved by the Commission since it appeared to create a buffer <br />zone between a commercial area (Wonder Cave) and residential <br />propert~. Mr. Barton said no one had appeared at the Planning <br />and Zoning Publ ic'Hearing to' speak either for or ag~inst the <br />requested change. There being no further comment, the Mayor <br />declar~d the Publ ic Hearing clo~ed. <br /> <br />I <br /> <br />The Mayor introduced an ordinance with the fol lowing caption: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH <br />REGULATES A~D,RESTRICTSTHE LOCATION AND USE OF BUILDINGS, <br />STRUCTlJRES AND LAND, DATED MAY 23, ,1966 (VOl. 32) BY <br />CHANGING THE ZONING OF AN l1-ACRE TRACT OUT OF THE <br />T.J. CHAMBERS SURVEY. ORIGINALLY KNOWN~.s THE "GILLETT <br />PLACE".FROM "R-l" (SINGLE FAMilY RESIDENT!AL) TO "D" <br />(MULTI-FAMILY) <br /> <br />I <br /> <br />Councilman King moved approval of the ordinance on first <br />reading with the stipulation that the owner would extend <br />the utilities at'his own expense.' Mr. DeLa Rosa seconded <br />the motion, which passed unanimously. <br />
