Dr. Tauch seconded the ~otion and on roll call, <br />the fol lowing vote was recorded: <br /> <br />AYE: Cunningham, DeLa Rosa, Etheredge~ Flores, King, Tauch, <br />Yarbrough <br /> <br />NA Y : None <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted. <br /> <br />Mr. Etheredge ,.asked to return to the request for rezoning of <br />the Hansen property, notingcthat the staff comments stated it <br />was incompatible with the Comprehens~ve Plan. Mr. Yarbrough <br />said that he would agree if it were not that the zoning was <br />going from "D" to "M", which would result in less traffic. The <br />Mayor agreed with Mr. Yarbrough's comment. Mr. Etheredge <br />conceded the point. <br /> <br />I <br /> <br />The City Manager reported that the Planning and Zoning Commission <br />haq requested the Council to consider some type of restrictive <br />ordinance governing land use of establ ish,ments wishing to sell <br />I iquor on prem~ses, should the April 18 election pass. Mr. <br />Gresham stated there were ,two cours.es of 'action: amend the <br />Zoning Ordinance to include restrictions for such businesses; <br />or require a permit to be issued by the Council. A change in <br />the Zoning O~dinance would require 30 to 45 days. Mr. Yarbrough <br />said he felt it was incumbent on the Council to regulate the <br />matter in some manner. He moved that the Council direct the <br />City Manager and staff to prepare the papers necessary to apply <br />for a permit to operate a busiriess where I iquor could be sold <br />for "on premises consumption." Mr. King seconded the motion. <br />There was discussion on this type of restriction. On roll call, <br />the motion passed unanimously. <br /> <br />I <br /> <br />Dr. Glenn Longley, chairman of the Environmental Advisory <br />Committ~e, presented the Minutes of the Board meeting held on <br />Apri I 6. See Minutes attached. The Minutes include a recommen- <br />dation by the Committee that the City Counci I protest the plans <br />by the H~ghwayDepartment to widen Loop 82 near the old Fish <br />Hatchery at the expense of the cypress trees a~d ponds. Those <br />who spoke to the question i,ncll!ded Mrs. Jack Stovall, member of <br />the steering committee to formulate a Master Plan for landscaping <br />the San Marcos River, Bob Barton, jr., Jim Brown~ Direcitor of <br />Urban Renewal Agency, and Davis Horton, Associated Student Body <br />President. Mayor Flores requested that Mr. ~resham discuss the <br />matter with Highway Department and University officials. <br /> <br />Mr. Flores read a petition from four property owners located <br />in the 300,block of Cheatham and Grove Streets requesting the <br />City to clear the alley between the streets. See attached. <br />The petition will be considered with the current Land Committee <br />study of the al ley in question. <br /> <br />The Council adjourned at 8:30 p.m. <br /> <br />I <br />
