There was general discussion. <br />Mr. Y~rbroughoffered to go with Mri DeLa Rosa if hewi~hed <br />to discuss the problem with theatre owners. <br /> <br />I <br /> <br />Dr. Tauch said he had been getting a lot of llfeed back" on <br />the increased water and sewer rates, which go into effect <br />with the May 1 billing. He said perhaps the Council should <br />consider a summer rate. The City Manager said that was a <br />possibility, but the new rates should be tried for a few <br />months, so an analysis could be made on the basis of con- <br />sumption and revenue. Mr. Gresham said he hoped the increas- <br />ed rates would discourage waste of water. <br /> <br />The City Manager asked the Council to approve a change order <br />to the paving contract with Schaeffer Construction Company, <br />for additional pavement overlay on Hutchison Street, from <br />North Street to Ranch Road 12, and Hutchison, from L.B.J. to <br />Edward Gary Street. He said the approximate figure would be <br />$5,000. Mr. Gresham explained that the contract was bid at <br />less than had been budgeted, which would enable the City to <br />do additional paving. Mr. Yarbrough moved approval of the <br />change order. Mr. Etheredge seconded the motion, which passed <br />unanimously. <br /> <br />Ellis Serur, recognized by the Mayor, said people want to know <br />why it was necessary to raise water and sewer rates, and re- <br />ferred to differences in utilities profit, as shown in the <br />1969, 1970 and 1971 Audit. The City Manager said the biggest <br />increase in expenses in the Water & Sewer Department was pay- <br />ment of interest on the $1,400,000.00 Water & Sewer Improve- <br />ment Bonds. <br /> <br />I <br /> <br />Frank Taylor <br />reputation as <br />people had to <br />rates. <br /> <br />voiced his concern over San Marcos losing its <br />"one of the prettiest towns in the U.S." if <br />stop watering their yards because of excessive <br /> <br />Mayor Flores said the Council was very much concerned about <br />the increase, that it had not been done hastily.
