<br />II <br /> <br />I <br /> <br />I <br /> <br />~egular meeting, may 22, 1972 <br /> <br />page five <br /> <br />The Mayor introduced an Ordinance with the fol lowIng caption: <br /> <br />AN ORDINANCE AMENDING THE CODE OF ORDINANCE OF <br />THE CITY OF SAN MARCOS, TEXAS, APPENDIX A, BY <br />DELETING SECTION 12, ENTITLED UP", PUBLIC USE, <br />INCLUDING GOVERNMENTAL, POOLS, PARKSJ SCHOOLS, <br />ETC. DISTRICT, AND SUBSTITUTING AN ENTIRELY NEW <br />SECTION UNDER THE SAME NUMBER AND TITLE <br /> <br />Mr. DeLa Rosa moved'the Ordinance be approved on second reading. <br />Mr. Etheredge seconded the motion which passed unanimously. <br /> <br />The Mayor introduced an Ordinance with the fol lowing caption: <br /> <br />AN ORDINANCE AMENDING APPENDIX A GENERAL ZONING <br />ORDINANCE OF THE CODE OF ORDINANCES OF THE CITY <br />OF SAN MARCOS, BY THE ADDITION TO SECTION 4~ <br />ENTITLED "DEFINITIONS" OF DEFINITIONS FOR A <br />"MOBILE HOME PARK" AND A "MOBILE HOME"; ALSO <br />AMENDING SECTION 5.A OF SAID APPENDIX ENTITLED <br />"DISTRICTS DESIGNATED" BY ADDING THE DESIGNATION <br />"MHP" FOR MOBILE HOME PARKS; BY DELETING SECTION <br />15.1 OF SAID APPENDIX ENTITLED "TEMPORARY USE OF <br />LAND BY TRAILER HOUSES" AND SUBSTITUTING AN <br />ENTIRELY NEW SECTION UNDER THE SAME NUMBER <br />ENTITLED "MOBILE HOME"; AND PROVIDING AN EFFECTIVE <br />DATE <br /> <br />Mr. Yarbrough moved the Ordinance'be approved on'se~ond reading. <br />Dr. Tauch seconded the motion. Mr. Etheredge stated again his <br />concern with the denial to permit private property owners to <br />place mobile homes on their property, especially those owners who <br />felt they could not afford a conventional home. Mr. Wi I I Ehrle, <br />attorney representing the Texas Mobile Home Association, requested <br />that the Council defer passage of the Ordinance until further <br />study with participation of his association could be made. <br />Mr. Yarbrough pointed out-that the 'Ordinance had b~en under consid- <br />eration for over a year, and that several mobile home park owners <br />had participated in the study. He withdrew~i~'~ot16n ~~d offered <br />a new motion to table the mobile home classification ordinance, <br />and the ord1nance setting minimum standards and'requirements for <br />mobile home parks, next item on the Agenda, unti I further study <br />could be made. The motion was seconded, and passed unanimously. <br /> <br />The Mayor asked the Council to consider an Urban Renewal Agency <br />request to call for a public hearing for the EI Mol ino Project. <br />Mr. Yarbrough moved that a publ ic hearing be set for July 10, 1972, <br />for the EI Mol ino Project. Mr. Etheredge seconded the motion <br />which passed unanimously. <br /> <br />The Mayor requested the Council consider rei ief of util ity charges <br />to victims of the May 11 flood. The City Manager stated that <br />approximately 300 houses had been substantially damaged. <br />Mr. Yarbrough moved forgiveness of al I charges except the minimum <br />rates for those victims. Mr. Etheredge seconded the motion which <br />passed unanimously. <br /> <br />Mr. Etheredge stated that Nick Lara, owner of Lara's Carpet Service, <br />suffered approximately $16,000 damage as a result of the flood. <br />He suggested he be given another hearing on his request for a <br />change of zoning before the Planning and Zoning Commission, since <br />he would not be able to restore his business under the present <br />zoning classification of "R-l", non-conforming. He moved the <br />Council make this recommendation to the Planning and Zoning <br />Commission. Dr. Tauch seconded the motion which passed unanimously. <br />
