Folts, Rector, St. Mark's Church, gave the <br />Invocation. <br /> <br />The Minutes of June 12 were approved as presented on motion of <br />Councilman Yarbrough and second of Councilman Etheredge. <br /> <br />I <br /> <br />Mr. Frank Taylor, Co-Chairman of the Parks and Re'creation Board, <br />came before the Council to protest the use of park property on <br />Riverside Drive for the proposed Pol ice and Courts BuildiFlg. He <br />stated that the Parks and Recreation BQard felt the property had <br />been intended only for use as a park. The City Manager discussed <br />the factors involved in choosing a site fo~ the m~nicipal building. <br />Councilman Yarbrough requested a legal opinion from the City <br />Attorney. Mr. Walker stated that since the land had never been <br />specifically dedicated as park property, there was no legal imped- <br />iment.to the City's right to place the building on the property in <br />question. Other Board members participat,ing in the discussion were <br />Mrs, Helen Allen, Dr. Dorothy Lancasier and Mrs. Jake Sul~ivan. <br />Mr. Yarbrough said thai the Council had no desire to deprive the City <br />; of its parks, and suggested that the Board submit proposals for land <br />to be 'dedicated for, park and recreational uses. It was stated by <br />the Council that a green belt along the River.> property in question <br />would be retained for park,use. <br /> <br />Johnny Arredondo, 512 Candlelight lane, appeared before the Council <br />as representative of property owners in Sunset Acres. He introduced <br />Augustin Lucio as spokesman. Mr. Luc~o said the City had placed a <br />mobile home at 515 Patricia Drive as emergency housing for a victim <br />of the May 12 flood. He pointed out that,this was in violation of <br />the City's zoning ordinance, as well as Sunset Acres restrictive <br />deeds.
