<br />regular meeting, july 10, 1972 <br /> <br />page two <br /> <br />The Mayor introduced an Ordinance with the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROV I NG THE URBAN RENEWAL PLAN AND <br />THE FEASIBILITY OF RELOCATION fOR EL MOLINO URBAN <br />RENEWAL PROJECT NO. TEX. R-140 (c); AND DECLARING <br />A N EMERGENCY <br /> <br />Mr. Dela Rosa moved the Ordinance not be approved on the basis <br />that the City was financially unable to provide the necessary <br />matching funds. Mr. Cunningham seconded the motion, stating <br />that he felt the central business district should be separated <br />from the project in order that ful I attention be given the more <br />important Dunbar area. Mr. Yarbrough reminded the Council <br />that approval of the Ordinance did not obligate the Council to <br />immedi ately finance the project; that approval could be with- <br />held at a later date if the funds were not available; and, that <br />the central business district could later be removed from the <br />project if necessary. On roll call, the following vote was <br />recorded: <br /> <br />I <br /> <br />AYE: DeLa Rosa, Cunningham <br /> <br />NAY: Etheredge, Flores, King, Tauch, Yarbrough <br /> <br />The Mayor dec I are,d the moti on defeated. Dr. T auch moved <br />approval of the Ordinance as an emergency, with the stipulation <br />that top priority be given to the Dunbar neighborhood, which <br />would include everything but the Central Business District. <br />Mr. Ethe~edge seconded the motion. On roll call, the following <br />vote was recorded: <br /> <br />AYE: !:theredge, Flores,' King, Tauch, Yarbrough <br /> <br />NAY: UeLa Rosa, Cunningham <br /> <br />I <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted. <br /> <br />The Mayor opened a Publ ic Hearing on a request for a change of <br />zoning on Tracts A & B, Crestwood Subdivi'sion, from "c" (commer- <br />cial) to "C-2" (establishments which dispense liquor, wine or <br />beer for on premises consumption). There being no objection, the <br />Mayor decrared the Public Hearing 6losed. <br /> <br />The Mayor introduced an Orai nance with the fo II ow ing capti on: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINA'NCE WHICH <br />RrGULATESANDRESTRICTS THE LOCATION AND USE OF BUILDING'S, <br />STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY <br />CIiANGING THE ZONING OF 4-ACRES, TRACTS A AND B OF THE <br />CRESTWOOD SUBDIVISION, FROM "C" (COMMERCIAL) TO "C-2" <br />(C{)MMERCIAL) <br /> <br />Mr. King moved the Ordinance be approved on first reading. <br />Dr. Tauch seconded the motion which passed unanimously. The <br />Mayor declared the Ordinance passed on first reading. <br /> <br />The Mayor opened a Pu~1 ic Hearing to consider acrequesi for a <br />change of zoning of Lots 1,2,3 and part 'of 4, Block 36, Vrctory <br />Gardens Second Acid i t i on locafed at 400 Hines Street, from "M" <br />(mixed) to "C-2" (establishments which dispense liquor, wine or <br />beer for on premis~s consumption). Mr. DeLa Rosa asked why the <br />change was requested. Mr. Jul ian Gonzales, owner of the property, <br />explained that he did not have the rqomtq expand his 'groc~ry <br />store to include r~staurant facilities. He said that he wanted <br />his customers to be able to drink what they purchased on the pre- <br /> <br />mises, but that he did not intend to convert his grocery store <br /> <br />I <br />
