<br />regular meeting, july 10, 1972 <br /> <br />page four <br /> <br />The Mayor introduced Mr. Frank Taylor with an j,nitiative <br />petition to dedicate property acquired from San M~rcos Memorial <br />Recreation Park as park land. Mr. Taylor introduced Mr. Ro~er <br />Zimmerman, attorney, ~o explain the position ~f the Parks and <br />Recreat i on Board. Mr. Zimmerman stated that he had been reta i ned <br />by that Bo ard to adv i se them on the proper means o,f ha It i ng the <br />construct i on of a Po Ii ceand Courts Bu i I ding on the property in <br />question. He read the Ordinance attached to the petition call ing <br />,for the dedi cat i on of the property as parks I and, 'and presented <br />it to the City Secretary to be placed in the official records and <br />certified for further action. He stated that the oaths necessary I <br />to affirm the val idity of the signatures contained in the petition <br />would be del ivered to the' City Secret.ary's office by J2:00 noon <br />the fol lowing day, July 11, 1972. After further discussion, the <br />Council, by common consent, scheduled a luncheon workshop to be <br />held Monday, July 17, 1972, with the Parks and Recreation Board <br />to further discuss the situation. <br /> <br />Mrs. Jack N. Stoval I, chairman of the Ricentehnial Committee, came <br />before the Council to present the proposed goals for the 1776-1976 <br />Bicentennial celebration. Her presentation is attached as a part <br />of the Minutes. Mr. King moved the goals be approved, and that <br />members of the Comm i,ttee be commended for the i I' hard work and <br />dedication to the project. Mr. DeLa Rosa seconded the motion which <br />passed unanimously. <br /> <br />The Mayor introduced Mr. A.H. Dawson, president of the Upper San <br />Marcos Watershed and Reclamation Flood Control District. He <br />announced a publ ic hearing to be held by the Flood Control District <br />and the State Soil Conservation Board to discuss planning priorities <br />for the construction of dams on the Upper San Marcos River to <br />prevent future fl06ding. He invited the Council to participate in <br />the tour to be conducted by Mr. Jimmy Shelburn-of'the local Sojl I <br />and Conservation District at 3:00 p.m., July 19, and the publ ic <br />hearing at 5:00 p.m. at the City Recreation Hall ,following that <br />tour. He urged the Council to encourage ful I attendance at the <br />hearing, particularly of those who had suffered loss in the 19]0 <br />and 1972 floods. <br /> <br />The Mayor introduced the next order of bus i ness wh'i ch was to, discuss <br />a request from Capital Disposal Service of Austin .for a franchise <br />to operate a containerized garbage collection system in San Marcos. <br />Mr. Charles (Chuck) Martin, representative for' Capital Disposal <br />System, presented the proposal which included ten percent of <br />revenue collected by CDS to the City. Mr. Flores stated that the <br />proposal needed further study before action could be taken by the <br />Council and suggested that a workshop be held at the earliest <br />conven i ence of the Counc i I to di scuss the request. <br /> <br />Mr. Etheredge, moved that Dr. Emmie Craddock, Mr. Jame's Green, <br />Mr. Augustin Lucio, jr., Mr. Richard Santellano and Mr. Jack <br />N. Stovall be appointed to the Charter Review Commission as <br />provided in the Charter. Mr. DeLa Rosa seconded the motion which <br />passed unanimously. <br /> <br />Mr. Yarbrough moved that Mrs. Jo'An 01 iver Perry be appointed to I <br />fil I a vacancy on the Library Board. Mr. King seconded the <br />motion which passed unanimously. <br /> <br />Mr. Yarbrough moved to terminate receipt of appl ications for <br />the position of Municipal Court Judge and to schedule interviews <br />with app I i cants on f i Ie. Mr., Cunn i ngham seconded the mot i on <br />which passed unanimously. <br />
