The Mayor declared <br />the Ordinance approved on second reading. <br /> <br />The Mayor introduced an Ordinance with the fol lowing caption: <br /> <br />I <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH <br />REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, <br />STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY <br />CHANGING THE ZONING OF BlOC~36, LOTS 1,2,3 AND PART OF~4, <br />OUT OF THE VIClORY GARDENS SECOND ADDITION AT THE CORNER <br />OF NIMITZ AND HINES STREET, fROM "M" (MIXED) TO "C-2" <br />(COMMERCIAL) <br /> <br />Mr. DeLa Rosa moved the Ordinance not be approved on second reading. <br />Mr. Yarbrough seconded the motion. On 1'01 I cal I, the fol lo~ing vote <br />was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />DeLa Rosa, Yarbrough <br />Cunningham, Etheredge, Flores, King, Tauch <br /> <br />The Mayor declared the motion failed, and the Ordinance approved on <br />second reading. <br /> <br />I <br /> <br />The Mayor introduced Mr. Da~id Dai ley, chairman of the Board uf, <br />Equal ization. Mr. Dai ley reported that the equal ization hearings <br />had been terminated but the results not yet ce~tified. He explained <br />that the three members of the Board felt that certain areas which <br />had been zoned 'for future commercial use, but that were presently <br />in use by owner" as res i dent ia I p'roperty, had beent-axed for the i I' <br />commercial, value even though the owners were not benefitting- from <br />th i s commerc i a I usage. I t was the op i n i on of the 'Board, he sa i d, <br />that this was working a hardship in many cases on those property owners, <br />and that the situation needed attention by the Council with regard to <br />alleviating this burden. He asked that this be given immediate <br />attention so that some action could be taken by the Board this year. <br />The Mayor said that the Council would consider the situation at its <br />earliest convenience. <br /> <br />Mr. Bob Barton, jr. came before the Council as spokesman for a group <br />known as the Prudent Progressives for Parks and PoJ'ice. He stated <br />that it was the desire of this group to express its'confidence in <br />the actions of the Council regarding the proposed site for"the Pol ice <br />and Courts Building. He said that a petition and accompanying ordinance <br />had been prepared in accordance with the Charter, but that it had not <br />been presented when the group was informed that it .ight endanger the <br />grant from the Criminal Justice Council to constrQct the building. <br /> <br />Mr. Etheredge reported that the Land Committee-had met with School <br />Super i ntendent Gor,don Harmon and arch i tects for:' -the San Marcos Conso 1_ <br />idated Independent School District's proposed administration building <br />with regard to their request for a building site on the Governmental <br />Plaza. He said that they had been informed that there would be <br />insufficient room on the Plaza to construct the building since the site <br />was now being considered for the Police and Courts Building. <br /> <br />I <br /> <br />Dr. Tauch asked Mr. D.~id Dailey~ chairman of the Texas Museum of <br />History, Inc., if his organization felt that the site agreed upon for <br />the new museum was the only desirable location. Mr. Dailey repl ied <br />that they did, since the location had a historical significance, proximity <br />to the University which would result in a cooperative effort with that <br />administration, and easy accessibil ity in terms of traffic for tourists. <br />
