<br />regular meeting, september 2S, 1970 <br /> <br />page three <br /> <br />I <br /> <br />Jack Reber, representing INDECO, came before the Council <br />to present a revised subdivision plat. Mr. Reber explained <br />the new "cluster unit" concept for subdivisions, which allows <br />for more open space, use of right-of-way for underground <br />utility lines, and houses facing on parks instead of standard <br />streets. The width of streets was the main departure from the <br />City's Subdivision Ordinance. Mr. Reber said he had promised <br />the Planning & Zoning Commission he would curb and gutter the <br />alleyways. The fact that the present Subdivision Ordinance <br />does not provide for this type of planning was discBssed at <br />length. Mr. King and Mr. Contreras both expressed interest <br />in the new concept of housing. The Mayor said if an exception <br />were made for INDECO, the next developer that presented a plat <br />would expect the same consideration. Mr. King suggested that <br />the ne~t subdivider be required to provide parks. On the quest- <br />ion of maintenance of the green areas, Mr. Reber said that item <br />would be figured into the cost of the homes, with no expense to <br />the City. When the City Manager was asked for his advice, Mr. <br />Bean stated he had "grave reservations - experience has taught <br />us that we need more right-of-way, instead of less. If we modi- <br />fy our Subdivision Ordinance, our developers wirr-not know what <br />to expect". Mr. Yarbrough said in a time of change, there should <br />be some degree of flexibility. <br />Mr. King moved that the Subdivision Ordinance be modified so <br />that the type of subdivision plat ("cluster unit") presented by <br />INDECO will be acceptable to the City. Dr. Craddock seconded <br />the motion. Mr. Flores said he would vote for the motion <br />"against my best judgement". E. Fielder for a <br />change of zoning from "R" to "D" on property out of J.M. Vera- <br />mendi League No . Two, lo,cated near the intersection of Bugg Lane <br />and Highway 80. A letter from the Planning & Zoning Commission <br />contained a recommendation, that the property be zoned "C" (com- <br />mercial). Mr. Wallace Barber, representing Mr. Fielder, said his <br />client had agreed to build a wooden fence, 6 to 8 ft. high, be- <br />tween the residential area and the apartment complex, <br />Mr. Yarbrough moved that the zoning on the Fielder property be <br />changed from "R" to "C". Mr. Contreras seconded the motion, <br />which pa.sed unanimously. <br /> <br />The Council considered a preliminary. plat resubdiyiding Blk. 17 <br />of WestoMer Addition, as planned by G.A. Schulle. Mr. Contreras <br />moved approval of the preliminary plat. Or. Craddock seconded the <br />motion, ,which passed unanimously. <br /> <br />I <br /> <br />The Council considered a request for change of zoning tabled <br />from a previous meeting. A letter from Sister Olga, F.M.A., <br />representing her religious order which owns property at 317 <br />Blanco, explained that they did not plan to start a school this <br />year, nor, possibly, next ye~r, but a first step was a change of <br />zoning. The letter is attached as a part of the Minutes. The <br />matter was discussed at Ie ngth. I t was brought out that once <br />the property was rezoned, it could be sold and the land use <br />changed. Dr. Craddock moved that the property at 317 Blanco be <br />
