3/-A EXHIBIT "A" ARTICLES OF AGREEMENT This AGREEMENT, made and entered into by and between those cities, cownties and other governmental units within the te~-county area II of the Capital Area Planning Council. WIT N E SSE T H: The undersigned cities and counties acting 1n performance and dis- charge of their governmental functions and 1n consideration of the mutual advantages to be derived therefrom, hereby agree to establish and by these presents do establish a Regional Planning Commission or Council of Governments under Article 1011M, Texas Civil Statutes. 1. The name of the Regional Planning Commission or Council of Govern- ments established by this Agreement shall be Capital Area Planning Council. II 11. The organization, powers, duties, membership and functions of the association created hereby shalJ be as set forth in the Bylaws attached hereto, under the terms and conditions in those Bylaws as stated or as they may be amended. 111. This Agreement and the Bylaws of the Association shall be effective upon the date of its ratification by the ordinance, minute order, resolution or other appropriate signification of assent by the parties hereto as shown by a certified copy of said ordinance, minute order, resolution or signification of assent under the hand of the clerk or I secretary of any original signatory party or a similar certified copy in the case of any governmental unit becoming a member of the assoc- iation after the execution of this Agreement by the parties originally signatories hereto.
