<br />regular meeting, december 14, 1970 <br /> <br />page two <br /> <br />q ;) <br /> <br />Councilman Yarbrough, chairman of the Museum Committee, <br />reported that the Museum Board would like the Council to <br />designate the general area in which the Museum would be <br />located. The Board had indicated their preference ~ould <br />be across the street from the site of the first Court House, <br />on Moon Drive. Plats of the area were examined. Mr. Yarbrough <br />moved that the City set aside a reasonable amount of land in <br />the vicirl~y of Block 21, Original Town of San Marcos, as a site <br />for the proposed Texas Museum of History. Dr. Craddock second- <br />ed the motion, which passed unanimously. <br /> <br />Mrs. Maudean Johnston came before the Council to appeal a <br />decision by the Planning & Zoning Commission. Following a <br />public hearing oh Mrs. Johnston's request for a change of <br />zoning from "D"(multi-family) to"M" (mixed) on proper':;ty <br />at 519 W. Hutchison, the Commission denied the request. See <br />attached letter to the Council. I t was brought out that more <br />than 20 % of the property-owners within 200 feet of Mrs. Johnston's <br />property had protested the change .of zoning. After Mrs. Johnston's <br />presentation of her plans for use of the property, the Council <br />discussed the request. Mr. King moved that the Council concur <br />with the recommendation of the Planning & Zoning Commission and <br />deny Mrs. Johnston's request for a change of zoning from "D" to <br />"M" on property located at 519 W. Hutchison. Dr. Craddock <br />seconded the motion and on roll call, the following vote was <br />recorded: <br /> <br />I <br /> <br />AYE: <br />NAY: <br /> <br />Craddock, King, Yarbrough, Zavesky <br />Flores, Smitfi <br /> <br />The Mayor declared the motion carried, <br /> <br />The Mayor read aloud a letter from Planning & Zoning, which <br />required Council action. First item concerned the rezoning <br />of certain property along State Highway 80, from "R-l" to <br />"e" (commercial). This chahgewas initiated by the Commission, <br />and a public hearing held on December L No opposition to <br />the change was expressed. Mr. King moved that the Council <br />concur with the Planning & Zoning Commission, and rezone the <br />tract from R-l to C. Dr. Craddock seconded the motion, which <br />passed unanimously. <br />Sec.ond item to be considered was a request from Central Freight <br />Lines that .their rec.entlyannexed tract of land be rezoned from <br />"R" to "'1" (industrial). Mr. Flores moved that the zoning o'n <br />Central Freight Lines property be changed from "R"to "I". <br />Mr. Yarbrough seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />Third item under Planning & Zoning matters was consideration <br />of annexation of a tract bounded by Redwood Road, the railroad <br />tracks and I H 35 Access Road,adj acent to the Therl1lonand <br />Central Freight Lines properties. Dr. Craddock moved that the <br />Council proceed with the annexation, with a public hearing., to <br />be set at the December 28 meeting<byordinance. Mr. Smith <br />seconded the motion, which passed unanimously. <br /> <br />Dr. Craddock opened discussion on the congestion of traffic <br />o.n Comanche Street. She moved. that "No .Parking" signs be <br />installed on the east side ~f Comanche Street, between <br />Lindsay and West Woods. Mr. King seconded the motion, which <br />passed unanimously. <br /> <br />I <br /> <br />Don Ennis of Tiner Insurance Agency, came before the Council <br />to suggest guidelines for participation of local insurance <br />agencies in the City's insurance premiums. ~ee attached letter. <br />
