( REGULAR MEETING OF CITY OF SAN MARCOS, THE CITY COUNCIL TEXAS, DECEMBER 28, OF THE 1970 Present: Mayor Hollis W. Smith I Councilmen: Luciano H. Flores Ross King Herbert A. Yarbrough, Jr. Jerry Zavesky City Manager Richard G. Bean Acting City Secretary Phyllis A. Nowak Visitors: Mrs. C.D. Marshall, Mrs. Rebecca Hawener, Joel Cliett, Jr., David Basye - K.C.N.Y., Harris M. Koch The Mayor called the meeting to order at 7:30 p.m. The minutes of the December 14, 1970 meeting were approved as presented, on motion of Mr. Yarbrough and second of Mr. King. I The Mayor introduced a Resolution setting the date for the implementation of one-way traffic on Guadalupe Street, L.B.J. Drive and Grove Street. Mr. King stated that there was some concern about the movement of traffic on Post Office Alley. Mr. Joel Cliett, Jr. presented a petition (see attached) with the signa- tures of several property owners on the alley requesting that the alley remain two-ways for traffic. Mr. Flores stated that the property owners on the alley had originally requested that the alley be made one-way for traffic. Mr. Flores moved adoption of the Resolution and Mr. Zavesky seconded. On roll call the following vote was recorded: AYE: Flores, King, Smith, Yarbrough, Zavesky Nay: None The Mayor declared the Resolution passed. The Mayor introduced an Ordinance authorizing the Mayor to publish notice of the Public Hearing on the Annexation of land. The Ordinance is attached. Mr. Zavesky moved adoption of the Ordinance and included in the motion that the Public Hearing would be scheduled for January 11, 1971 at 7:30 p.m. Mr. King seconded the motion, which was passed unanimously. The Mayor introduced an Ordinance closing portions of streets in the Nelson Estate. Mr. Yarbrough moved adoption of the Ordinance on second reading. Mr. Zavesky seconded, and the motion was passed unanimously. I Mr. Flores stated that property owners living on Pleasant Street objected to changing the name of their street to Pleasant Lane. He further stated that the people had suggested changing the name to Pleasant Drive. Mr. Flores made the motion to change the name of Pleasant Lane to Pleasant Drive, Mr. King seconded, and the motion was passed unanimously. The Council next considered a recommendation from the Planning and Zoning Commission to rezone D.B. and Ruth Thomas' property on North L.B.J. Drive from "R-l" (single family residential) to "D" (multifamily). Mayor Smith made the motion to table the matter until which time the Thomases could attend the Council meeting. Mr. Yarbrough seconded, and the motion was passed unanimously.
