<br />( <br /> <br />REGULAR MEETING OF <br />CITY OF SAN MARCOS, <br /> <br />THE CITY COUNCIL <br />TEXAS, DECEMBER 28, <br /> <br />OF THE <br />1970 <br /> <br />Present: <br /> <br />Mayor <br /> <br />Hollis W. Smith <br /> <br />I <br /> <br />Councilmen: <br /> <br />Luciano H. Flores <br />Ross King <br />Herbert A. Yarbrough, Jr. <br />Jerry Zavesky <br /> <br />City Manager Richard G. Bean <br />Acting City Secretary Phyllis A. Nowak <br /> <br />Visitors: <br /> <br />Mrs. C.D. Marshall, Mrs. Rebecca Hawener, <br />Joel Cliett, Jr., David Basye - K.C.N.Y., <br />Harris M. Koch <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The minutes of the December 14, 1970 meeting were approved as <br />presented, on motion of Mr. Yarbrough and second of Mr. King. <br /> <br />I <br /> <br />The Mayor introduced a Resolution setting the date for the <br />implementation of one-way traffic on Guadalupe Street, L.B.J. <br />Drive and Grove Street. Mr. King stated that there was some concern <br />about the movement of traffic on Post Office Alley. Mr. Joel <br />Cliett, Jr. presented a petition (see attached) with the signa- <br />tures of several property owners on the alley requesting that the <br />alley remain two-ways for traffic. Mr. Flores stated that the <br />property owners on the alley had originally requested that the alley <br />be made one-way for traffic. Mr. Flores moved adoption of the <br />Resolution and Mr. Zavesky seconded. On roll call the following <br />vote was recorded: <br /> <br />AYE: Flores, King, Smith, Yarbrough, Zavesky <br /> <br />Nay: None <br /> <br />The Mayor declared the Resolution passed. <br /> <br />The Mayor introduced an Ordinance authorizing the Mayor to publish <br />notice of the Public Hearing on the Annexation of land. The <br />Ordinance is attached. Mr. Zavesky moved adoption of the Ordinance <br />and included in the motion that the Public Hearing would be <br />scheduled for January 11, 1971 at 7:30 p.m. Mr. King seconded the <br />motion, which was passed unanimously. <br /> <br />The Mayor introduced an Ordinance closing portions of streets in <br />the Nelson Estate. Mr. Yarbrough moved adoption of the Ordinance <br />on second reading. Mr. Zavesky seconded, and the motion was <br />passed unanimously. <br /> <br />I <br /> <br />Mr. Flores stated that property owners living on Pleasant Street <br />objected to changing the name of their street to Pleasant Lane. <br />He further stated that the people had suggested changing the name <br />to Pleasant Drive. Mr. Flores made the motion to change the <br />name of Pleasant Lane to Pleasant Drive, Mr. King seconded, and <br />the motion was passed unanimously. <br /> <br />The Council next considered a recommendation from the Planning and <br />Zoning Commission to rezone D.B. and Ruth Thomas' property on <br />North L.B.J. Drive from "R-l" (single family residential) to "D" <br />(multifamily). Mayor Smith made the motion to table the matter <br />until which time the Thomases could attend the Council meeting. <br />Mr. Yarbrough seconded, and the motion was passed unanimously. <br />
