<br />I \ <br />u" <br /> <br />regular meeting, december 28, 1970 <br /> <br />page two <br /> <br />On recommendation from the Planning and Zoning Commission the <br />COUhcil.considered"therezoning of property belonging to Mrs. <br />J.W. Smith at 40l N. Guadalupe street. The requested change was <br />from "D" (multifamily) to "c" (comme'rcial). Mr. Yarbrough moved <br />that the zoning change be granted as recommended by the Planning <br />and Zoning Commission. Mr. Zavesky seconded, and the motion was <br />passed unanimously. <br /> <br />A recommendation from the Planning and Zoning Commission was <br />recei ved by the Council to consider a zoning change from "R-l" I <br />(single family residential) to "M" (mixed) on the Gary-Carpenter <br />property located on the Old Post Road. Mr. Zavesky made the motion <br />to grant the zoning change and Mr. Yarbrough seconded. The <br />motion was passed unanimously. <br /> <br />The Planning and Zoning Commission also recommended a zoning <br />change to the Council on some property owned by Mr. Theodore <br />W. Breihan on his property - lots l, 2, 3, 4, 5, l8, 19 & 20 <br />in the Coers Addition. The requested zoning change was from <br />"R-l" (single family residential) to "R-2" (duplexes). Mr. <br />Yarbrough moved that the zoning change be granted approval by <br />the Council. Mr. Zavesky seconded, and the motion was passed <br />unanimously. <br /> <br />Mr. Yarbrough reported on his meeting with Mr. Camp of the Soil <br />Conservation Service concerning the investigation being conducted <br />by the Department of Housing and Urban Development for obtaining <br />flood insurnace for the City of San Marcos. He stated that the <br />meeting had been chiefly to brief the City Council and to gain <br />support from the Council. Mr. Yarbrough further reported <br />that surveying would begin the first week in January and that <br />the information was to be delivered to HUD by May 30, 1971. <br />He stated that publicity was needed so that land owners would <br />not be upset by the surveyors when they came onto private <br />property. Mr. Yarbrough made the following motion: <br /> <br />"I would like to make the motion that the City Council <br />support the Soil Conservation Service to determine the <br />information that will enable them to develop actuarily <br />sound flood insurance rates for the City of San Marcos." <br /> <br />I <br /> <br />Mr. Flores seconded the motion, and the following roll call vote <br />was recorded: <br /> <br />AYE: Flores, King, Smith, Yarbrough, zavesky <br /> <br />NAY: None <br /> <br />The Mayor declared the motion carried. <br /> <br />City Manager, Richard Bean, appeared before the Council <br />asking that the Mayor be authorized to sign maintenance <br />agreements with the Texas Highway Department concerning work <br />on the lighting system on Interstate Highway 35 within the <br />City Limits of San Marcos. On motion of Mr. King and second <br />of Mr. Flores, the motion was passed unanimously. <br /> <br />The Mayor next read a letter of resignation from Mr. Frank <br />Contreras, Jr. The letter, which is attached, explained that <br />Mr. Contreras tendered his resignation from the City Council I <br />with regret. Mrs. Nowak, Acting City Secretary, was instructed <br />to write a letter to Mr. Contreras thanking him for his <br />service with the City Council. Mr. Flores made the motion to <br />accept Mr. Contreras' resignation; Mr. King seconded, and the <br />motion was passed unanimously. <br /> <br />Mr. Flores noted that Mr. Contreras had been appointed by the <br />Council to represent the Council on the Community Action Board. <br />He stated that Mr. Contreras could no longer represent the <br />Council due to his resignation from the Council.
