<br />I <br /> <br />I <br /> <br />II <br /> <br />L_ <br /> <br />regular meeting, January 11, 1971, page three <br /> <br />Second item of busih'si was'corisideration of a change of <br />zoning initiated by the ~lanning&CZdriing Commission on <br />property in the Parks Addition, see attached letter. <br />Harris Koch, member of the Commission, appeared befOD~ the <br />Council to explain why the change of zoning was desirable. <br />A plat of the area was examined. 'M~'; Yarbrough moved that <br />the tract, as shown on the plat, be rezoned from "P-2" ' <br />(public use) to "D" (multi-family). Mr. King seconded the <br />motion and on roll call, the following vote was recorded; <br /> <br />Kin!:), Smith, Yarbrough, Zavesky~: <br />None I <br />Flores <br /> <br />AYE;' <br />NAY: <br />Abstain ;' <br /> <br />The Mayor declared the motion carried. <br /> <br />Kenneth Finch, of Ernst & Ernst, presented the City'. annual <br />audit report. Various items were discussed with the Council' <br />in detail. The Mayor thanked Mr. Finch for an excellent report. <br /> <br />The Mayor announced an Open House at the Library, Sunday, <br />January 24, from three to five. A special irivitation was issued <br />to the Council by Friends of the Library, sponsors of the Open <br />House. <br /> <br />The Mayor said the City had been requested by W.B. Maddux, <br />Chief of Campus Security, SWTSU, to lower the speed limit on <br />on LBJ Drive, from Colorado to Olmos, to 20 miles per hour, <br />and on Guadalupe Street, from Colorado, north. The matter was <br />discussed, and referred to Mr. Bean for study and recommendation. <br /> <br />The Mayor read a Resolution expressing appreciation for the years <br />of service on the Council of Dr. Craddock and Mr. Contreras. <br />Mr. Smith moved its approval. Mr. Yarbrough seconded the motion, <br />which passed unanimously. A copy of the Resolution is made a <br />part of the Minutes. <br /> <br />The Mayor said he had received a request that the Council <br />appoint an Environmental Committee, and he would like a discussion <br />from the Council. Mr. King asked what the function of such a <br />committee would be. The Mayor said a study of environmental needs <br />would be made, and perhaps such a committee would sponsor clean-up <br />campaigns and projects of that nature. Mr. King moved that an <br />environmental committee be set up by ordinance, outlining its <br />function. Mr. Yarbrough seconded the motion, which passed <br />unanimously. <br /> <br />Mr. Yarbrough asked for a report on the status of the Citizens <br />Advisory Committee. The City Secretary said Chairman R.C. Van Gundy <br />had contacted each member, as requested by the Council. He <br />reported that five wished to remain on the committee,and four had <br />indicated they did not wish to continue. Mr. Van Gundy remains <br />as chairman. <br /> <br />Mr. Yarbrough urged Councilmen to register for the Leadership <br />Conference to be held in Vwctoria, January 21-22. <br /> <br />The Mayor introduced three students from Texas Lutheran College <br />who have been visiting in San Marcos, doing field work on local <br />government under the sponsorship of the Chamber of Commerce. <br /> <br />The Council adjourned at 8:29 p.m. <br />
