CounciL The Mayor said the Council would table th", ordinance granting a franchise for TV Cable, until the City Attorney could give a ruling on the number of votes needed with the reduced Council. The Mayor introduced Warren leddick, new Director of Parks and Recreation for the City of San Marcos. The Mayor announced that the City Officers' Election would be held this year on April 6, 1971, Councilman Yarbrough intro- duced an "Order Establishing Procedure for City Officers' Election", and moved its adoption. Mr. Zavesky seconded the motion, which passed unanimously. A copy is attched as a part of the Minutes. I The Mayor reminded the Council that a Presiding Judge must be appointed for each of the seven voting precincts, He explained that some who had served in past years would not be available this year, Mr. Flores suggested Joe Gonzalez for Precinct #12. Mr. Yarbrough moved that the following Presiding Judges be appointed: Precinct 10 ~ Jack Kerch~ville; Precinct 11 - Mrs. Henry Bales; Precinct 12 - Joe Gonzalez; Precinct 13 - Mrs, J.R. Thornton; Precinct 14 - BIas Mendez, jr. Councilman Flores seconded th, motion, which passed una~imously. Councilmen agreed to present names for Presiding Judge for Precincts 6 & 8. The Mayor said he had had a communication from Congressman J,J. Pickle giving the latest 1970 Census. figures. San Marcos popu- lation was given as 18, 860, which was? 48,,4'/0 increase from the 1960 Census. Hays County's population was reported as 27,642, a 38,7 % increase. The Mayor extended an invitation from the American Legion for a .Stew Dinner" on February 11, I The City Secretary presented two items for the City Manager, who was ill. She said the Agricultural Lease on the Municipal Airport acreage (Gary) was due to expire March 4, 1971. Mr, Bean suggested that the Land Committee be asked to take bids on the lease, and make a recommendation to the Council. Mr. King moved that the Council authorize the Land Committee t6 take bids mn the agricultural lease at the Airport, and report back to the Council. Mr. Zavesky seconded the motion, which passed unanimously.
