<br />regular meeting, february 8, 1971 <br /> <br />page three <br /> <br />_ 7 <br />'/ .) <br /> <br />The City Secretary collected the ballots and announced <br />that San Marcos Cable Communications, Inc. had three <br />votes, and San Marcos Cable TV Co., Inc. had one. <br /> <br />The Mayor .said the franchise would be granted to San Marcos <br />Cable Communications~ Inc, after due consideration of the <br />ordinance granting a franchise. <br /> <br />I <br /> <br />H. Garland Stokes, repr",sentative. of San Marcos Cable TV <br />Co., Inc. asked if the San Marcos Charter did not require <br />four affirmative votes on any valid action of t.he. CounciL <br /> <br />The Mayor said the Council would table th", ordinance granting <br />a franchise for TV Cable, until the City Attorney could give <br />a ruling on the number of votes needed with the reduced Council. <br /> <br />The Mayor introduced Warren leddick, new Director of Parks and <br />Recreation for the City of San Marcos. <br /> <br />The Mayor announced that the City Officers' Election would be <br />held this year on April 6, 1971, Councilman Yarbrough intro- <br />duced an "Order Establishing Procedure for City Officers' <br />Election", and moved its adoption. Mr. Zavesky seconded the <br />motion, which passed unanimously. A copy is attched as a part <br />of the Minutes. <br /> <br />I <br /> <br />The Mayor reminded the Council that a Presiding Judge must be <br />appointed for each of the seven voting precincts, He explained <br />that some who had served in past years would not be available <br />this year, Mr. Flores suggested Joe Gonzalez for Precinct #12. <br />Mr. Yarbrough moved that the following Presiding Judges be <br />appointed: Precinct 10 ~ Jack Kerch~ville; Precinct 11 - Mrs. <br />Henry Bales; Precinct 12 - Joe Gonzalez; Precinct 13 - Mrs, <br />J.R. Thornton; Precinct 14 - BIas Mendez, jr. Councilman Flores <br />seconded th, motion, which passed una~imously. Councilmen <br />agreed to present names for Presiding Judge for Precincts 6 & 8. <br /> <br />The Mayor said he had had a communication from Congressman J,J. <br />Pickle giving the latest 1970 Census. figures. San Marcos popu- <br />lation was given as 18, 860, which was? 48,,4'/0 increase from <br />the 1960 Census. Hays County's population was reported as <br />27,642, a 38,7 % increase. <br /> <br />The Mayor extended an invitation from the American Legion for <br />a .Stew Dinner" on February 11, <br /> <br />I <br /> <br />The City Secretary presented two items for the City Manager, <br />who was ill. She said the Agricultural Lease on the Municipal <br />Airport acreage (Gary) was due to expire March 4, 1971. Mr, Bean <br />suggested that the Land Committee be asked to take bids on the <br />lease, and make a recommendation to the Council. Mr. King moved <br />that the Council authorize the Land Committee t6 take bids mn <br />the agricultural lease at the Airport, and report back to the <br />Council. Mr. Zavesky seconded the motion, which passed unanimously. <br />
