<br />Section 5. The Environmental Advisory Committee shall con- <br /> <br />sider matters pertaining to air, water, and land pollution <br /> <br />within the City of San Marcos or operations outside of the <br /> <br />I <br /> <br />City limits that affect the air, water and land as performed <br /> <br />by the City of San Marcos. A program of work will be prepar- <br /> <br />ed by the City Sanitarian and submitted to the Committee for <br /> <br />approval or modification. <br /> <br />Section 6, If a section, sub-section, word, clause, phrase, <br /> <br />or portion of this ordinance is for any reason held invalid or <br /> <br />unconstitutional by a court of competent jurisdiction, such <br /> <br />section, sub-section, word, clause, phrase, or portion of <br /> <br />this ordinance shall be deemed separate and shall not affect <br /> <br />the validity of the remaining portions hereof. <br /> <br />I <br /> <br />Section 7. The public health, welfare and safety being <br /> <br />presently endangered due to the fact that there is no board <br /> <br />or committee presently constituted and acting in matters <br /> <br />concerning the environment of the citizens of San Marcos; <br /> <br />therefore, an emergency exists, requiring that the provisicns <br /> <br />of the Charter of the City of San Marcos, Texas, which <br /> <br />ordinarily require ordinances to be read on three several <br /> <br />days and that no ordinance shall become effective until the <br /> <br />expiration of ten (10) days following the date of its final <br /> <br />passage, be dispensed. with, Thus, this ordinance shall be <br /> <br />effective immediately upon its passage by this body. <br /> <br />I <br /> <br /> <br />PASSED, <br />March <br /> <br />APPROVED: <br /> <br />City Attorney <br /> <br />-2- <br />
