<br />vc: l.. ,t <br /> <br />p. <br /> <br />/ <br /> <br />AN ORDINANCE ESTABLISHING A BOARD <br />TO ADVISE THE CITY COUNCIL AND THE <br />CITY ADMINISTRATIVE STAFF IN MATTERS <br />CONCERNING THE ENVIRONMENT OF THE <br />CITIZENS OF SAN MARCOS, TEXAS; <br />ENACTING PROVISIONS INCIDENT AND <br />RELATING TO THE SUBJECT; DECLARING <br />AN EMERGENCY; AND PROVIDING THAT <br />THIS ORDINANCE SHALL TAKE EFFECT <br />IMMEDIATELY UPON ITS PASSAGE. <br /> <br />I <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />Section 1. It is the policy of the City of San Marcos and the <br /> <br />purpose of this ordinance to establish a board to advise the <br /> <br />City Council and the City administrative staff in matters <br /> <br />concerning the ENVIRONMENT of our citizens. There is hereby <br /> <br />created and established the ENVIRONMENTAL ADVISORY COMMITTEE. <br /> <br />Section 2. The Environmental Advisory Committee shall consist <br /> <br />of seven (7) members. Two of these members shall be the City <br /> <br />~ <br /> <br />Health Officer and the City Veterinarian, and the five <br /> <br />citizen members shall be appointed by the Mayor with the <br /> <br />advice and consent of the City Council. The citizen members <br /> <br />shall serve a term of two (2) years, beginning in April, <br /> <br />1971, The members of the Environmental Advisory Committee <br /> <br />shall receive no compensation for their services except as <br /> <br />authorized by the City Council. <br /> <br />Section 3. At the first meeting of the Board, the members <br /> <br />shall elect from their own numbers, a chairman, a vice-chair- <br /> <br />man and a secretary, for a one-year term. The chairman or <br /> <br />the vice-chairman shall preside at all meetings and the <br /> <br />secretary shall keep a true record of all matters coming <br /> <br />. <br /> <br />before the Committee. The Committee shall meet at least <br /> <br />bi-monthly, and shall establish its meeting dates. <br /> <br />Section 4. The City Engineer, the City Sanitarian and the <br /> <br />Director of Parks & Recreation shall be ex-offico members <br /> <br />of the Committee and shall be available for advice and <br /> <br />consultation but shall have no voting powers. <br /> <br /> <br />-l- <br />
