L:: ,/ REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 8, 1971 Present: Mayor Hollis W, Smith Councilmen: Luciano H. Flores Ross King Herbert A. Yarbrough, jr" Jerry Zavesky I City Secretary Dorothy O. Worrell Absent: City Manager Richard G. Bean Also present: The Rev. Jack Byrom, Warren G. Leddick, Eddy A, Etheredge, Harris M. Koch, Jerri Martin, Lanny Cravy, David Basye The Mayor called the meeting to order at 7:30 p,m. The Rev. Jack Byrom, President of San Marcos Academy, gave the Invocation. Councilman Zavesky moved approval of the Minutes of a regular meeting, February 22, 1971. Councilman Yarbrough seconded the motion and on roll call, the following vote was recorded: I AYE: NAY: ABSTAIN: Flores, King, Yarbrough, Zavesky None Smith The Mayor declared the motion carried. Mr. Zavesky moved approval of the Minutes of an executive session, March 1, 1971. Mr, Yarbrough secohded the motion, which passed unanimously. The Mayor introduced an ordinance and read the caption: AN ORDINANCE ESTABLISHING A BOARD TO ADVISE THE CITY COUNCIL AND THE CITY ADMINISTRATIVE STAFF IN MATTERS CONCERNING THE ENVIRONMENT OF THE CITIZENS OF SAN MARCOS, TEXAS; AND ENACTING PROVISIONS INCIDENT AND RELATING TO THE SUBJECT; DECLARING AN EMERGENCY; ~~D PROVIDING THAT THIS ORDINANCE SHALL TAKE EFFECT IM- MEDIATELY UPON ITS PASSAGE I .Mr, Flores moved. adop'tion of the Environmental Ordinance. Mr. Zavesky seconded the motion, Mr. King said he was opposed to passing ordinances on emergency. The Mayor said the ordi- nance had been authorized by the Council some weeks ago, and the subject had been given considerable publicity. On roll eall, the following vote was recorded: AYE: Flores, King, Smith, Yarbrough, Zavesky NAY: None The Mayor declared the Ordinance Passed, Approved and Adopted.
