Flores be reelected Mr. Etheredge seconded the following vote was AYE: NAY: ABSTAIN: De La Rosa, Emery, Etheredge, King, Smith, Yarbrough None Flores Mayor Smith declared the motion carried. I Mayor Yarbrough, in accepting his election, commended the out-going Mayor, and the reelected Mayor Pro Tem, for their ser~ice the past year~ H~ thanked the Council for their con- fide8ce in eJecting him, and pledged "to give what talents I hav,e, fqr a big ye<;lJ" of opportunity ahead." Mayor Ya~brough introdticedan ordinance annexing a 16-acre tract, oniecond of three readings. Mr. Smith moved passage of the ordinance on iecond reading. Mr. Etheredge seconded the ~otioniwhich pa~sed unanimously. Mr. Jim T. Brown, Executive Director of the Urban Renewal Agenc;y, appeared before the Council to request passage of an emergency ordinance. He explained that Urban Renewal guidilines had been changed, ahd ~egal counsel had advised that the Resolution approved after the Public Hearing, April 12 should have been in the form of an ordinance. The Mayor read the caption as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE-CITY OF SAN MARCOS, TEXAS, APPROVING THE URBAN RENEWAL PLANS AND THE FEASlBI LlTY OF RELOCATION FOR, NEIGHBIiIRHOOD DEVELOPMENT PROGRAM NO. lEX. A-9i DECLARING AN EMERGENCY I Mr. Smith moved adoption of the Ordinance as an emergency. Mr. King seconded the motion.' Mr. Flor-esregistered a protest against USe of the emergency claqse, and asked that it be avoided in the future. It was agreed by the Council that it should be employed only under eX:treme necessity. On roll call, the following vote was recorded: AYE:De La Rosa, Emery, Etheredge, Flores, King, Smith, Yarbrough NAY:None The Mayor d~clared the Ordinance Pass~d, Ai:'provedand Adopted. The Mayor reminded the Council that a Board of Equalization rilust be appointed. Mr. Vanbrough suggested the name of "Buck" Thompson, but said he had not contacted him tose~ if he were willing to serve. Mr. Etheredge movid reappointment of Al Aranda, Roy Buffington and Ruben Ruiz to the Board of I Equalization for- 1971. Mr. De LaRo~a seconded the otion, . which passed unanimously. It was agreed that other ames, to complete a board of five members, would be subrilit ed before the next meeting.
