Mr. Smith moved passage <br />of the ordinance on iecond reading. Mr. Etheredge seconded <br />the ~otioniwhich pa~sed unanimously. <br /> <br />Mr. Jim T. Brown, Executive Director of the Urban Renewal <br />Agenc;y, appeared before the Council to request passage of <br />an emergency ordinance. He explained that Urban Renewal <br />guidilines had been changed, ahd ~egal counsel had advised <br />that the Resolution approved after the Public Hearing, April 12 <br />should have been in the form of an ordinance. The Mayor read <br />the caption as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE-CITY OF <br />SAN MARCOS, TEXAS, APPROVING THE URBAN RENEWAL <br />PLANS AND THE FEASlBI LlTY OF RELOCATION FOR, <br />NEIGHBIiIRHOOD DEVELOPMENT PROGRAM NO. lEX. A-9i <br />DECLARING AN EMERGENCY <br /> <br />I <br /> <br />Mr. Smith moved adoption of the Ordinance as an emergency. <br />Mr. King seconded the motion.' Mr. Flor-esregistered a protest <br />against USe of the emergency claqse, and asked that it be <br />avoided in the future. It was agreed by the Council that it <br />should be employed only under eX:treme necessity. On roll call, <br />the following vote was recorded: <br /> <br />AYE:De La Rosa, Emery, Etheredge, Flores, King, <br />Smith, Yarbrough <br /> <br />NAY:None <br /> <br />The Mayor d~clared the Ordinance Pass~d, Ai:'provedand Adopted. <br /> <br />The Mayor reminded the Council that a Board of Equalization <br />rilust be appointed. Mr. Vanbrough suggested the name of <br />"Buck" Thompson, but said he had not contacted him tose~ if <br />he were willing to serve. Mr. Etheredge movid reappointment <br />of Al Aranda, Roy Buffington and Ruben Ruiz to the Board of I <br />Equalization for- 1971. Mr. De LaRo~a seconded the otion, . <br />which passed unanimously. It was agreed that other ames, <br />to complete a board of five members, would be subrilit ed before <br />the next meeting. <br />
