<br />meeting, public hearings , july 12, 1971 <br /> <br />page two <br /> <br />Mr. DeLa Rosa moved that a mobile home permit be issued <br />for use at the corner of Laredo and Monterrey Streets <br />(Lots 4,5 &> 6, Blk. 7 in the C.D. Wallace Addition), on <br />recommendation of the Planning &> Zoning Commission. Mr. <br />Flores seconded the motion, which passed unam1mously. <br /> <br />Mr. King moved that a Schedule of Fees and Charges and <br />General.Policies for Use of the Recreational Facilities <br />at City Park be adopted as presented. Mrs. Emery second- I <br />ed the motion. Councilman Etheredge questioned how certain <br />parts ~~ the Policy would be enforced. Mr. Gresham said <br />by loss.of use of the Park. Mr. Flores said he had showed <br />the Schedule &> Policy to an attorney, who had said "it has <br />no teeth and couldn't be enforcedft. Mr. Etheredge asked if <br />it would not be wise to enact an ordinance. Mr. DeLa Rosa <br />said the policy would make a lot of people mad. Mr. Gresham <br />said it was the thinking of the administration that a policy <br />would be tried, as in the past, and if it didn't wor-k, and <br />couldn't be enforced, the C~uncil would probably wish to <br />consider an ordinance with a penalty clause. The Mayor said <br />the park was desigfted t~be,a pleasant place. <br />Don Trepagnier, ~ecognized by the Mayor, protested the section <br />of the Policy which reads: <br /> <br />"The consuming of alcoholic beverages at any baseball <br />field or Recreation Center is st~ictly prohibited". <br /> <br />Mr. Trepagnier said: "Beer and b~seball go together". <br /> <br />On roll call, the following vote was recorded: <br /> <br />AYE.: <br />NAY: <br /> <br />Emery, Etheredge, Flores, King, Yarb~ough <br />DeLa Rosa <br /> <br />I <br /> <br />The Mayor declared the motioh carried. The Schedule and <br />Policy is attached is a part of the Minutes. <br /> <br />Mr. Yarbrough moved that Mrs. Ross King ,be appointed to the <br />Library.Board. Mr.. DeLa Rosa seconded the motion, which <br />passed unanimously, <br /> <br />Mr. DeLa Rosa~oved adoption of an ordinancie on second <br />reading. THIS AMENDATORY ORD I NANCE <br /> <br />Mr, Etheredge seconded the motion, 'which passed unanimously. <br /> <br />Mr. Etheredge moved adoption on third and final r~ading of <br />an ordinanca annexing areas of Bluebonnet Hills arid for-est <br />Hills Additions. A copy of the ordinance is attached as a <br />part of the Minutes. Mr..
