<br />regular meeting, august 23, 1971 <br /> <br />page four <br /> <br />The Mayor introduced an ordinance annexing 29.82 acres <br />out of Juan Veramendi Survey #2. Mr. Etheredge moved <br />adoption of the ordinance, on second reading. Dr. Tauch <br />seconded the motion, which passed unanimously. <br /> <br />Councilman Etheredge reported on a meeting with State <br />officials of Texas Mental Health and Mental Retardation <br />Department. San Marcos has been tentatively selected for <br />a pilot program. The proposed center has been named in <br />honor of the late Mary B. ("Beanie-) Scheib. Councilman <br />Flores said he felt the City should join other local agen- <br />cies in assisting the program to get underway. The Mayor <br />agreed, and asked Mr. Flores and Mr. Etheredge to keep the <br />Council informed on ways in which the City might help. <br /> <br />I <br /> <br />The Mayor opened a public hearing on a request by Luis Gil, <br />jr. for change of zoning on a 6-acre tract. Ismael Gil, son <br />of the petitioner, explained the use planned for the land. <br />No one came forward to oppose the change. The Mayor closed <br />the hearing. <br /> <br />Mr. Flores moved approval on first reading of an ordinance <br />with the following caption: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND ~AND, DATED MAY 23~1966 <br />(VOL. 32) BY CHANGING THE ZONING ON A6-ACRETRACT <br />OUT OF JUAN VERAMENDI SURVEY #2, FROM -R-1" (SINGLE- <br />FAMILY RESIDENTIAL) TO "C" (COMMERCIAL) <br /> <br />Councilman King seconded the motion. Mr. DeLa Rosa ob- <br />jected to action on the ordinance, because the public <br />hearing, although scheduled by publication for August 23, <br />had inadvertently been omitted from the written agenda. <br />On roll call, the following vote, was ,recorded: <br /> <br />I <br /> <br />AYE: Emery, Etheredge, Flores, King, Tauch, Yarbrough <br />NAY: DeLa Rosa <br /> <br />The Mayor declared the ordinance passed on first, reading. <br /> <br />The Mayor introduced and read aloud a Resolution approving of <br />the establishment through cooperation of various agencies, of <br />a regional health program which would operate out of San Marcos. <br />Mrs. Emery moved approval of the Resolution. Mr. King seconded <br />the motion. Mr. Flores' question on whether the C~ty would be <br />involved financially received a negative answer. Mr. Etheredge <br />questioned whether establishment of a regional health center in <br />San Marcos would put an undue work load on employees of the local <br />health unit, in the area of enforcement. The Mayor said it was <br />his understanding that it would not.
