<br />f\ <br />J <br /> <br />september 13, 1971 <br /> <br />page two <br /> <br />The Mayor opened the Public Hearing and asked City Manager <br />Mark E. Gresham to present the proposed 1971-1972 Budget. <br /> <br />Questions were raised on the justification for an increase <br />in garbage collection rates. A long discussion on the Sani- <br />tation Department ensued. The City Manager stated yhat <br />equipment and manpower were the principal reasons tor the <br />increase in rates, about ~O% of the cost of garbage collection <br />be~ng for labor. <br /> <br />The majority of the persons who spoke against adoption of the <br />budget as proposed urged the Council to adopt a budget with <br />the same figures as the 1970-1971 budget. They objected <br />specifically to an increase in expenditures in the Parks and <br />Recreation Department, the Library, and Police and Fire Depart- <br />ments. Questions about particular items were answered by <br />Members of the Councilor the City Manager. <br /> <br />I <br /> <br />After all who wished to speak had been given an opportunity, <br />the Mayor declared the Public Hearing closed, at 9:50 p.m. <br /> <br />The Council reconvened in regular session, atter a short recess. <br /> <br />The Mayor introduced and read aloud an ordinance levying taxes <br />for the coming fiscal years. Caption is as follows: <br /> <br />AN ORDINANCE LEVYING TAXES FOR THE USI AND SUPPORT OF THE <br />MUN fC I PAL GOVERNMENT OF TH E CITY OF SAN MARCOS, TEX AS; <br />PROVIDING A SINKING FUND FOR THE RETIREMENT OF THE BONDED <br />DEBT OF SAID CITY; AND DECLARING AN EMERGENCY <br /> <br />Councilman King moved adoption ot the Ordinance. Councilman I <br />Etheredge seconded the mot~on, and on roll call, the following <br />vote was recorded: <br /> <br />AYE: DeLa Rosa, Emery, Etheredge" Flores, King, <br />Tauch,Yarbrough <br /> <br />NAY: None <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted. <br /> <br />The Mayor introduced .nd read aloud an ordinance with the <br />following caption: <br /> <br />AN ORDfNANCE AMENDING ANORDINANCE ESTABUSHI.NG ,CHARGES <br />FOR THE PICK-UP,OFGARBAGE WITHIN THE LIMITS OF THE CITY <br />OF SAN MARCOS/INSOFAR AS RESIDENCES ARE CONCERNED; PRO- <br />VIDING THAT SUCH CHANGES ALLOW NO CREDITS FOR VACANCIES; <br />PROVIDING THAT TRASH AND .BRUSH PICK-UPS BE AVAILABLE <br />ONCE A WEEK AS PART OF THE FIXED CHARGE IF THE CITY IS <br />CALLED UPON TO MAKE SUCH PICK-UP; PROVIDING FOR CHARGES <br />FOR THE PICK-UP OF GARBAGE INSOFAR AS COMMERCJAL ESTAB- <br />LISHMENTS ARE CONCERNED; REPEALING ALL LAWS IN CONFLICT <br />HEREWITH AND PROVIDING A SAVINGS CLAUSE <br /> <br />I <br /> <br />Councilman King moved approvaf of the ordinance on fir,st <br />reading. Dr. Tauch seconded the motion, which passed unani- <br />mously. <br /> <br />The Mayor opened a Public Hearing on a request for change of <br />zoning on Lots 17& 24, plus .716 acre. in the A.G~ COers <br />Addition, from -R~l"lsingle-family residential) to "C7 <br />(~Dmmercial). Th~ property faces on Ranch Road 12. <br />
