1

J

-I

~,

1'7
I

INTROllUCTION

On September 23, 1968, the City Council of the City of San Marcos, directed that
Mr. W. H. Klapproth, Traffic Engineer, be appointed as a consultant for the pur-
pose of studying various traffic problems with particular emphasis on the movement
of traffic in and around the Central Business District. The Council further ap-
pointed a study committce,~omposed of Councilman Hollis Smith and Councilman Ronnie
Dannelley to meet with a traffic committee of the San Marcos Chamber of Commerce
in reference to the traffi~ movements in the Central Business District.

Both committees have met several times. The enclosed studies were prepared by Mr.
Klapproth, and copies distributed to each committee member. A letter from Mr.
Clinton McDougal, Vice President, San Marcos Area Chamber of Commerce, is submitted
for your consideration.

The following remarks correspond to the numbered suggestions contained in Mr.
McDougal's letter.

1. Suggestion - Open Edward Gary Street through to Interstate 35. This im-
improvement project is contained within the proposed Urban Renewal program.
A Public Hearing on the Urban Renewal Program is scheduled for July 22, 1969.

2. Suggestion - Widen the bridge on South Guadalupe Street. This request was
presented to the District Highway Engineer and will be part of the traffic
studies on State Routes in and around San Marcos.

3. Suggestion - Install a traffic control signal at Edward Gary and Colorado
Streets. A request for approval of.a signal light at this intersection
was submitted to the District Engineer, Texas Highway Department. As of
this, approval has"not been given. The District Engineer's comments will
be presented to the City Council upon receipt. A copy of the City's request
is attached.

4. Suggestion - Provide a traffic turn-around at Interstate 35 and Highway 123
overpass. This request has been presented to the District Engineer and will
be included in the study of traffic conditions on State Highways in and
around San Marcos.

5. Suggestion - Extend Bishop Street to Interstate 35 with an overpass. The
Texas Highway Commission "expressed itself as being in favor of authorizing
the construction of a vehicular and pedestrian overpass at Interstate High-
way 35 for Broadway Street, at such time as the City of San Marcos has ex-
tended and paved to adequate standards the approaches and connections to the
city street system, both east and west of the ~roposed overpass, or has ad-
vised the Commission through official city resolution that they have funds
for same and will proceed immediately with the construction of these con-
necting roadways, and provided further that the Highway Department is suc-
cessful in securing approval of this project in the Federal "TOPICS" Program."
The City Council has authorized our Consulting Engineers, Lockwood, Andrews,
and Newnam to make a route study for the Council's consideration. This
report sh~uld be available within a,few, weeks.

(I 'Gq fYl:NlL~
