The policy of this utility is to charge
thc CI ty we, th an investment charge pIllS a monthly maintenance
cliat'g(~' [Ul' l'(JlliJIIII(~J1t (lines, ]Jules ilJ111 tI'ullsfol'JlICI'S) jnstaJJl'd tu
servc City facilities. It is our opinion that it is to the CIty's
financial benefit to purchase and maintain this equipment using
primary metered power.

I

In addition to this extra work, the contractor has had considerable
difficulty in oqtaining pumps due to labor disputes. ;The subject
pumps are considered critical items. The contractor O?s asked for
a time extension of 8lt calendar days based on delays ~n receiving
cri tical equipment. This request for a time extensiofli;:is not based
on the change in electrical equipment, but on delays in receiving
pumps and other critical equipment only. We concur in this request
and are of the opinion that this request is justified.

We, therefore recommend that this Change Order be approved based on
the difficulty the contractor has had in receiving equipment and the
advantage to the City by owning and maintaining its own transformer
bank and associated equipment.

9('-Z~1 /l t.
