<br />regular meeting, october 13, 1969 <br /> <br />,q :' <br /> <br />page three <br /> <br />names might be submitted to fill the two vacancies <br /> <br />occurring this month on the Planning & Zoning Com.i~sion. <br />and asked Councilmen to give their names to the City Manager <br />before the next agenda goes out. <br /> <br />I <br /> <br />Dr. Craddock stated she would have a name to suggest to re- <br />place her on the Community Action Board. Dri Craddock <br />asked for a clarification on the policy on making appoint- <br />ments, set by the CounciL April 14. The Mayor agreed with <br />Dr. Craddock's interpretation t~atreceiving the names with <br />the agenda on the Friday previous to a Monday meeting was <br />sufficient "advance notice". <br /> <br />I <br />II <br /> <br />Mr. Contreras brought up the matte.r of Council action on <br />Dr. Walts' resignation from the Urban Renewal Board. Mr. Flores <br />said he felt there were other alternatives and added: <br />"I don't think we should accept Dr . Walts' resignation". He <br />moved that the Council enlarge the Board to seven members, <br />and not accept Dr . Walts' re.signation. Dr. Craddock seconded <br />the motion, but raised a question aboutthelegali ty of the <br />action, citing Sec. 16B of the Texas Urban Renewal Law. Mr. <br />Flores, with the consent of the seconder, rephrased his motion <br />to read that the Council enlarge the Urban Renewal Board from <br />five to Seven members. provided it was ruled legal in the <br />opi nion of the City Attorney . Mr. Zavesky said he didn't <br />think they should vote on the question. Mr. Con.treras said <br />he didn't think they should wait. <br />Dr. Walts came forward and handed the Mayor a letter. Mr. Serur <br />read aloud the following: <br /> <br />"We, the undersigned, hereby tender our resignations <br />as c'ommissi oners of. 'the Local Public Agency of <br />Urban Renewal since we are convinced that increas- <br />ing the membership of the board at this time may <br />vitiate the effectiveness of the board and may <br />undo the work that is now pending ihe the Region- <br />al Headquarters in Fort Worth. <br />Respectfully submitted, <br /> <br />Jerry L. Moore <br />Robert W. Walts <br />CharlesR. Willms" <br /> <br />he motion before the Council being called for, the following <br />ote was recorded: <br /> <br />AYE: <br />NAY: ' <br /> <br />~r~ddoc~, Contreras, Flores <br />Dannelley, Serur, Smith, Zavesky <br /> <br />The Mayor declared the motion to increase the membership of <br />the Urban Renewal Board defeat~d by a vote of four to ~hree. <br /> <br />I <br /> <br />Returning to the matter of the three resignation" just received, <br />the Mayor asked Mr. Moore, Dr. Walts and Dr. Willms to recon- <br />sider, saying, "This will really foul things up". Dr. Walts <br />stated that he wanted no part of a board subject to political <br />coercion. The Mayor said if Dr. Walts felt he had to resign, <br />then he would ask Mr. Moore and Dr. Willms to r;;;in on the <br />Board. Dr. Walts said: "I do wish to resign". <br />
