<br />regular meeting, may 25, 1970 <br /> <br />page three <br /> <br />;1:,\' <br /> <br />I <br /> <br />proposed program of small retardant dams designed for flood <br />control. .This p~ogram, started in February, 1969, was post- <br />poned through lack of funds, but was I'tQ"\>t being 'given prior- <br />ity because of the May 15 flood, Mr. Anderson explained. <br />State Soil Conservation Service Engineers will be in San <br />Marcos July 13-17, 1970 for a field study and public hearing. <br />It was agreed by common consent of the Council that the <br />sponsors of the application for assistance in flood control- <br />Commissioners Court of Hays County, City Council and the Board <br />of Comal",Hays and Guadalupe Soil &.Water Con.servation,District- <br />would calla public hearing, to beheld at the Public Library, on <br />July 17. At that time SCS Engineers would present their findings <br />to all interested persons. <br /> <br />Councilman Yarbrough presented a report on the National Flood <br />Insurance Agency. A copy is .ttached as ~ part of the Minutes. <br />The plan was discussed, Mr. Yarbrough answering questions. <br />Mr. Yarbrough moved that the City of San Marcos make application <br />for participation in the National Flood Insurance Plan. Dr. Craddock <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor reported that two persons had given the City checks <br />totaling $250, to be used for flood relief. Dr. Craddock moved <br />that a special fund be set up, to beadmmnistered by the Mayor <br />and Mayor Pro-Tem; and that gifts from the fund be limited to <br />filling needs which cannot be met through the normal channels of <br />charity; and that the funds be completely disbursed within the <br />next several months. Mr. Zavesky seconded the motion~nd on roll <br />call, the following vote was recorded: <br /> <br />I <br /> <br />AYE: <br />NAY: <br /> <br />Contreras, Craddock, Flores, King, Smith, Y~~brough, Zavesky <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />The City Manager asked the Council to authorize remission of fees <br />on building permits to repair flood damage. Dr. Craddock moved <br />that collection of fees for building permits to repair flood damage <br />be waived for six months. Mr. Contreras seconded the motion, which <br />passed unanimously. <br /> <br />Mr. Bean informed the Council that a short street off Linda Drive <br />in the Rogers Subdivision must be formally named before the paving <br />assessment program could be put into effect. The City Manager said <br />records show that a former City Council had agreed to name the street <br />"Kone Avenue" in exchange for right-of-way.
