Discussion followed. <br />On roll call, the following vote was recorded: <br /> <br />AYE: Contreras, Craddock, Flores, King, Smith, <br />Yarbrough, Zavesky <br /> <br />NAY: None <br /> <br />The Mayor declared the Ordinance Passed, Approved and <br />Adopted. <br /> <br />The Mayor read aloud a petition signed by 43 residents <br />of Purgatory Street, asking for paving or improvement of <br />the street. The petition is attached and made a part of <br />the Minutes. Mr. Smith reminded Councilmen that Purgatory <br />Street is scheduled fo~ paving as part of "EI Molino" <br />area of Urban Renewal. Mr. Flores reminded Councilmen <br />that some of the signers had come before the Council three <br />years ago, asking for improvement to Purgatory Street, and <br />some of them had contacted him again recently. Mr. Contreras <br />asked if some sort of temporary work might not be done by <br />the City. Mr. Flores asked the City Manager if sealcoating <br />could be done. Mr. Bean said it could, and that it would I <br />be relatively inexpensive. Dr. Craddock moved that Mr. Bean <br />get an estimate on sealcoating Purgatory Street. Mr. Flores <br />seconded the mot.ion, which passed. unanimously. <br /> <br />Henry Kyle, representing Mr. Richard L. Thiessen of <br />TV Cable Systems, Inc., came before the Council to request <br />a franchise. for his client. He introduced Mr. Thiessen, <br />who explained his services, and answered questions from the <br />Council. Mr. Thiessen said his firm was preparedt~ invest <br />between $375,000 and $400,000 in a cable to serve San Marcos. <br />Cost for the service per customer, per' month would be $5.95. <br />The Mayor told Mr. Thiessen that it was the City's policy to <br />write a franchise, if one were to be considered. Mr. Smith <br />appointed the following committee to study the matter and <br />discuss terms of a franchise: Ross King, Chairman, Dr. Craddock <br />and Mr. Flores. Mr. Thiessen thanked the Council, and said he <br />would be available to discuss thelllatter in detail with the' <br />Committee. <br /> <br />~he Mayor read a letter tp the Council received from <br />H. Garland Stokes, at 5: 00 p. m., see attached . Mr. Stokes <br />came forward to say that a group of local business men were <br />in the process" of making a feasibility study on the need of <br />a TV cable in Sah Marcos. He said if the Council would con- <br />sider granting a franchise, they would accelerate their <br />efforts. The Mayor asked Mr. Stokes to contact the Committee <br />he had just appointed. <br /> <br />I <br /> <br />Mr. Ernest Morgan appeared before the Council, representing <br />Mr. B.D. Hillburn. He said his client had requested change <br />of zoning on property at Chestnut and LBJ Drive, from "R-1" <br />to "MI'. No one appeared at the public hearing to protest <br /> <br />the change, but the Planning & Zoning Commission had denied <br />
