<br />--- <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />1 <br /> <br />REGULAR MEETING OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, JULY 8, 1974 <br /> <br />Present: <br /> <br />Mayor <br /> <br />Emmie Craddock <br /> <br />Councilmen <br /> <br />Ted Breihan <br />William L. Cunningham <br />Bill Dibrell <br />Luciano H. Flores <br />John Hansen <br />Kenneth E. Sutton <br /> <br />City Manager James B. Baugh <br />City Attorney Tom Akins <br />City Secretary Doriss Hambrick <br />Director, Finance Earl T. Williams <br />Director, Public Works William Friedrich <br />Deputy City Secretary Linda McGehee <br /> <br />Also Present: Shirley Wickersham, Larry Murphree, Robert Cotner, <br />Lee Mitchell, George Reed, Roy Guest, Ron Cahmpion, <br />David Richards, Ira Kennedy, and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Minutes of the Regular Meeting held June 24, 1974, were <br />approved on motion of <br /> <br />Mayor Craddock opened a PUblic Hearing to consider an <br />ordinance designating the 700 through 1200 blocks of <br />Belvin Street an historical district. Bicentennial <br />Chairman, Larry Murphree spoke in favor of the ordinance <br />pointing out the basic design and intent of the ordinance. <br />Robert Cotner of the Phi Kappa Alpha Fraternity spoke <br />against the ordinance and asked that the fraternity house <br />be omitted from the area designated by the ordinance. <br />Mr. Lee Mitchell of the Phi Kappa Alpha Housing Authority <br />also spoke against this ordinance. Mr. George Reed spoke <br />on behalf of John Stokes and asked that Mr. Stokes' property <br />be omitted from the stipulations of the ordinance. Those that <br />are to be excluded at this time with the stipulation that <br />they may be included at any time are: 225 Scott, 716 Belvin, <br />Masonic Temple, Phi Kappa Alpha Fraternity House, Lutheran <br />Church7 1250 Belvin, 1251 Belvin. The Mayor closed the hearing <br />and read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS <br />ESTABLISHING THE BELVIN STREET HISTORICAL DISTRICT, <br />PROVIDING PROCEDURES FOR THE ISSUANCE OF BUILDING <br />PERMITS AND ESTABLISHING A BOARD OF REVIEW CONTROLLING <br />THE DEMOLITION OF STRUCTURES WITHIN THE DISTRICT; <br />ESTABLISHING STANDARDS AND GUIDELINES; PROVIDING FOR" <br />A PENALTY; AND PROVIDING FOR A SEVERABILITY CLAUSE. <br /> <br />Mr. Sutton moved the ordinance be approved. Mr. Hansen <br />seconded the motion. On roll call, the following vote was <br />recorded: <br /> <br />AYE: Breihan, Cunningham, Dibrell, Flores, Hansen, Sutton <br />NAY: <br />ABSTENTION: Craddock <br /> <br />The Mayor declared the motion passed and the Ordinance approved <br />on first reading. <br /> <br />Mayor Craddock opened a Public Hearing to consider an ordinance <br />amending the general zoning ordinance by changing the zoning <br />of lots 390, 391, 392, and 393 of block 16 of the Westover <br />Addition, located at the corner of Furman and Delmar Streets, <br />from "R-l" to "M". Mrs. Shirley Wickersham was present and <br />asked that this ordinance be tabled. The Mayor closed the <br />
