--- I I I 1 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY 8, 1974 Present: Mayor Emmie Craddock Councilmen Ted Breihan William L. Cunningham Bill Dibrell Luciano H. Flores John Hansen Kenneth E. Sutton City Manager James B. Baugh City Attorney Tom Akins City Secretary Doriss Hambrick Director, Finance Earl T. Williams Director, Public Works William Friedrich Deputy City Secretary Linda McGehee Also Present: Shirley Wickersham, Larry Murphree, Robert Cotner, Lee Mitchell, George Reed, Roy Guest, Ron Cahmpion, David Richards, Ira Kennedy, and others. The Mayor called the meeting to order at 7:30 p.m. The Minutes of the Regular Meeting held June 24, 1974, were approved on motion of Mayor Craddock opened a PUblic Hearing to consider an ordinance designating the 700 through 1200 blocks of Belvin Street an historical district. Bicentennial Chairman, Larry Murphree spoke in favor of the ordinance pointing out the basic design and intent of the ordinance. Robert Cotner of the Phi Kappa Alpha Fraternity spoke against the ordinance and asked that the fraternity house be omitted from the area designated by the ordinance. Mr. Lee Mitchell of the Phi Kappa Alpha Housing Authority also spoke against this ordinance. Mr. George Reed spoke on behalf of John Stokes and asked that Mr. Stokes' property be omitted from the stipulations of the ordinance. Those that are to be excluded at this time with the stipulation that they may be included at any time are: 225 Scott, 716 Belvin, Masonic Temple, Phi Kappa Alpha Fraternity House, Lutheran Church7 1250 Belvin, 1251 Belvin. The Mayor closed the hearing and read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS ESTABLISHING THE BELVIN STREET HISTORICAL DISTRICT, PROVIDING PROCEDURES FOR THE ISSUANCE OF BUILDING PERMITS AND ESTABLISHING A BOARD OF REVIEW CONTROLLING THE DEMOLITION OF STRUCTURES WITHIN THE DISTRICT; ESTABLISHING STANDARDS AND GUIDELINES; PROVIDING FOR" A PENALTY; AND PROVIDING FOR A SEVERABILITY CLAUSE. Mr. Sutton moved the ordinance be approved. Mr. Hansen seconded the motion. On roll call, the following vote was recorded: AYE: Breihan, Cunningham, Dibrell, Flores, Hansen, Sutton NAY: ABSTENTION: Craddock The Mayor declared the motion passed and the Ordinance approved on first reading. Mayor Craddock opened a Public Hearing to consider an ordinance amending the general zoning ordinance by changing the zoning of lots 390, 391, 392, and 393 of block 16 of the Westover Addition, located at the corner of Furman and Delmar Streets, from "R-l" to "M". Mrs. Shirley Wickersham was present and asked that this ordinance be tabled. The Mayor closed the
