On roll call, the following vote was recorded: AYE: Breihan, Cunningham, Dibrell, Flores, Sutton NAY: Craddock, Hansen The Mayor declared the motion passed and the Ordinance approved I on first reading. Mayor Craddock ppened a Public Hearing to consider a request for a change of zoning out of 52 acres of the J.M. Veramendi League #2, located within and a part of the Paul J. Rogers Trust; approximately 4.79 acres from "c" (commercial) to "C-2" (commercial). There were no objections. The Mayor closed the hearing and read the caption of an ordinance as follows: AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS" STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF A PARCEL OF LAND OUT OF 52 ACRES OF THE J.M. VERAMENDI LEAGUE NUMBER TWO, BEING LOCATED WITHIN AND A PART OF THE PAUL J. ROGERS TRUST, FURTHER BEING APPROXIMATELY 4.79 ACRES FROM "c" (COMMERCIAL) TO "C-2" (COMMERCIAL). Mr. Breihan moved the ordinance be approved on first reading~; Mr. Cunningham seconded the motion, which passed unanimousl~~ The Mayor introduced a request for a temporary permit for a mobile home to be located on lots 12 and 13 of the Millview Addition, 1508 Loop 82 North. Mrs. Lucille Leinneweber spoke in favor of this request. I Mr. Flores moved the request be approved. Mr. Cunningham seconded the motion, which passed unanimously. Mayor Craddock introduced an ordinance authorizing certificates of obligation in the amount of $200,000 for the construction of a City Hall. Mr. Sutton moved approval of the ordinance as an emergency. Mr. Flores seconded the motion which passed~ unanimously. Mayor Craddock introduced an ordinance awarding a contract for the construction of a City Hall. Mr. Dibrell moved ~ approval of the ordinance awarding a contract for the construction of a City Hall to Bohlmann, Inc. in the amount of $399,978.00 and declaring an emergency. Mr. Flores seconded the motion which passed unanimously. At the request of the applicant, Mrs. Shirley Wickersham, items 9 A and B were left on the table. Said items referred to requests for zoning change made by Mrs. Wickersham. Mayor Craddock read the caption of the following ordinance on second reading: I AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS ESTABLISHING THE BELVIN STREET HISTORICAL DISTRICT; PROVIDING PROCEDURES FOR THE ISSUANCE OF BUILDING PERMITS AND ESTABLISHING A BOARD OF REVIEW CONTROLLING THE DEMOLITION OF STRUCTBRES WITHIN THE DISTRICT: ESTABLISHING STANDARDS AND GUIDELINES; PROVIDING FOR A PENALTY; AND PROVIDING FOR A SEVERABILITY CLAUSE.
