43 regular meeting, september 9, 1974 page four Mayor Craddock introduced a Resolution and read the caption as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CONCURRING WITH THE HARRIS COUNTY MAYOR'S AND COUNCILMEN'S ASSOCIATION AND THE TEXAS MUNICIPAL LEAGUE AND URGING AND SUPPORTING LEGISLATION FOR REGULATION OF UTILITIES AT THE STATE LEVEL. Mr. Dibrell moved approval of the Resolution. Mr. Hansen seconded the motion. Couneilmen diseussed the Resolution. On roll eall, the following vote was recorded: AYE: NAY: Breihan, Cunningham, Dibrell, Craddock, Flores, Hansen Sutton. I Mayor Craddock read the caption of a Resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE MAYOR TO EXECUTE A QUITCLAIM DEED ON 17.29 ACRES SITUATED IN CLADWELL COUNTY TO THE UNITED STATES OF AMERICA. Mr. Sutton moved approval of the Resolution. Mr. Hansen seconded the motion. On roll call, the motion was unanimously approved. Mayor Craddock introduced for consideration the results of a bid opening conducted September 5, 1974, for a water line extension on Ranch Road 12 to the National Building Centers site (see bid sheet attached). Mr. Dibrell moved the contract be awarded to Hugh Varner Utilities of San Marcos, Texas, for $4,975.50 plus $5.00 per linear foot (to be measured at time of construetio~) for all rock that has to be blasted to allow for the main installation, with the following contingency: that the letter to proceed not be issued until the City receives a check from National Building Center for their pro rata share of the cost of the extension as per bid. Mr. Sutton seconded the motion which passed unanimously. The Mayor opened a discussion on a request to provide land leases at the Municipal Airport out is de the Fixed Operator's contraet. The City Manager stated that this proposal had been made to attract more diversified usage of the airport faeilities. John Stokes came before the Council with a request to lease a portion of the property on which to construet a hangar facility. Mr. Stokes presented a proposed plat and requested approval of lease agreements with other operators. At the request of Roy Jones, the Council also discussed the Lowman Airport facility. Mr. Breihan moved that Ross King, George Gilbert, Allen Gill, Emmett McCoy, John Stokes and Howard Yeargan be appointed to an Airport Committee to formulate guidelines for the development of the Municipal Atrport to be received at the next Couneil meeting. Mayor Craddock requested the matter be placed on the next Council Workshop agenda. I Mayor Craddock reported that Herman Korff, Celestino Mendez and Yancy Yarbrough had been nominated for appointment to the Urban Renewal Board of Commissioners. Councilmen were instructed to vote for two persons to be appointed. On roll eall, the following vote was recorded: KORFF: Craddock, Flores MENDEZ: Breihan, Cunningham, Dibrell, Craddock, Flores, Hansen, Sutton YARBROUGH: Breihan, Cunningham, Dibrell, Hansen, Sutton. Having received the majority of the votes, Mr. Mendez and Mr. Yarbrough were appointed to serve as Urban Renewal Board Commissioners. The Mayor reported that Stanley Sissom.,and Alphonso Washington had been I nominated for reappointment to the Planning and Zoning Commission. Mr. Breihan moved to defer the appointments (there are three vacancies) to the next regular meeting since he had received notification of the vacancies on the Friday preceeding this meeting. Mr. Dibrell seconded the motion. On roll call, the following vote was recorded: AYE: Breihan, Dibrell NAY: Cunningham, Craddock, Flores, Hansen, Sutton.
