<br />73 <br /> <br />regular meeting, october 30, 1974 <br /> <br />page two <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE <br />TRANSFER OF FRANCHISE FOR CABLE TELEVISION WITHIN THE CITY OF <br />SAN MARCOS PREVIOUSLY GRANTED TO COMMCO OF SAN MARCOS, INC. <br />TO KARNACK CORPORATION OF AUSTIN, TEXAS. <br /> <br />Mr. Hansen moved the Ordinance be amended to provide that consulting ~ees <br />for any future rate review be paid by the holder of the franchise. Councilman <br />Cunningham seconded the motion. Patrick Nugent, president of Karnack <br />Corporation, requested the Council consider splitting such a cost with the I <br />franchise holder or setting a base amount to be paid by the franchise <br />holder with the City paying the difference. Councilmen discussed the matter <br />with Mr. Nugent and Jay 0 'Neil and Chuck Swehla representing Commco. <br />Mr. Hansen, with consent of the seconder, withdrew his motion to allow the <br />staff and representatives of Karnack to discuss the matter further. Mr. Dibrell <br />moved the first reading of the ordinance be postponed until the next regular <br />meeting. Mr. Breihan seconded the motion, which passed unanimously. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, DISANNEXING CERTAIN <br />REAL PROPERTY PRESENTLY INCLUDED WITHIN THE CORPORATE LIMITS OF <br />THE CITY OF SAN MARCOS. <br /> <br />Mr. Sutton moved approval of the Ordinance disannexing Crestwood Subdivision <br />on second reading. Mr. Hansen seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29, <br />ENTITLED "TRAFFIC", ARTICLE VI ENTITLED "SPEED REGULATIONS", OF THE <br />CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, BY ADDING A <br />NEW SECTION NUMBERED 29-130, ENTITLED "ALTERED SPEED LIMITS", BY <br />CHANGING THE SPEED LIMIT OF THORP LANE FROM 30 MILES PER HOUR TO <br />35 MILES PER HOUR. <br /> <br />I <br /> <br />Mr. Breihan moved approval of the Ordinance on second reading. Mr. Hansen <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT CERTAIN <br />ORDINANCE WHICH ESTABLISHES THE CLASSIFICATION OF ALL POLICEMEN AND <br />FIREMEN, THE NUMBER OF POSITIONS OF EACH CLASSIFICATION, AND THE SALARY <br />IN STEPS FOR EACH CLASSIFICATION, BY AMENDING THAT SECTION NUMBERED <br />2-31 ENTITLED "JOB CLASSIFICATION AND SALARY" SO AS TO CHANGE THE <br />NUMBER OF AUTHORIZED POSITIONS FOR FIRE TRAINEE AND FIREFIGHTER FROM <br />25 IN NUMBER TO 24 IN NUMBER. <br /> <br />Mr. Sutton moved approval of the Ordinance on second reading. Mr. Hansen <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor Eead the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING THE <br />CLASSIFIED AND UNCLASSIFIED SERVICE OF CERTAIN PERSONNEL EMPLOYED <br />BY SAID CITY; ESTABLISHING A PERSONNEL APPEAL BOARD; DEFINING SAID <br />BOARD'S DUTIES, POWERS, SCOPE~OF RESPONSIBILITY, LIMITATIONS, ETC; <br />AND PROVIDING FOR AN APPEAL PROCEDURE WITHIN THE CLASSIFIED SERVICE. <br /> <br />I <br /> <br />Mr. Hansen moved approval of the Ordinance on second reading. Mr. Sutton <br />seconded the motion, which passed unanimously. <br />
