73 regular meeting, october 30, 1974 page two The Mayor read the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TRANSFER OF FRANCHISE FOR CABLE TELEVISION WITHIN THE CITY OF SAN MARCOS PREVIOUSLY GRANTED TO COMMCO OF SAN MARCOS, INC. TO KARNACK CORPORATION OF AUSTIN, TEXAS. Mr. Hansen moved the Ordinance be amended to provide that consulting ~ees for any future rate review be paid by the holder of the franchise. Councilman Cunningham seconded the motion. Patrick Nugent, president of Karnack Corporation, requested the Council consider splitting such a cost with the I franchise holder or setting a base amount to be paid by the franchise holder with the City paying the difference. Councilmen discussed the matter with Mr. Nugent and Jay 0 'Neil and Chuck Swehla representing Commco. Mr. Hansen, with consent of the seconder, withdrew his motion to allow the staff and representatives of Karnack to discuss the matter further. Mr. Dibrell moved the first reading of the ordinance be postponed until the next regular meeting. Mr. Breihan seconded the motion, which passed unanimously. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, DISANNEXING CERTAIN REAL PROPERTY PRESENTLY INCLUDED WITHIN THE CORPORATE LIMITS OF THE CITY OF SAN MARCOS. Mr. Sutton moved approval of the Ordinance disannexing Crestwood Subdivision on second reading. Mr. Hansen seconded the motion, which passed unanimously. Mayor Craddock read the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29, ENTITLED "TRAFFIC", ARTICLE VI ENTITLED "SPEED REGULATIONS", OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, BY ADDING A NEW SECTION NUMBERED 29-130, ENTITLED "ALTERED SPEED LIMITS", BY CHANGING THE SPEED LIMIT OF THORP LANE FROM 30 MILES PER HOUR TO 35 MILES PER HOUR. I Mr. Breihan moved approval of the Ordinance on second reading. Mr. Hansen seconded the motion, which passed unanimously. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT CERTAIN ORDINANCE WHICH ESTABLISHES THE CLASSIFICATION OF ALL POLICEMEN AND FIREMEN, THE NUMBER OF POSITIONS OF EACH CLASSIFICATION, AND THE SALARY IN STEPS FOR EACH CLASSIFICATION, BY AMENDING THAT SECTION NUMBERED 2-31 ENTITLED "JOB CLASSIFICATION AND SALARY" SO AS TO CHANGE THE NUMBER OF AUTHORIZED POSITIONS FOR FIRE TRAINEE AND FIREFIGHTER FROM 25 IN NUMBER TO 24 IN NUMBER. Mr. Sutton moved approval of the Ordinance on second reading. Mr. Hansen seconded the motion, which passed unanimously. The Mayor Eead the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING THE CLASSIFIED AND UNCLASSIFIED SERVICE OF CERTAIN PERSONNEL EMPLOYED BY SAID CITY; ESTABLISHING A PERSONNEL APPEAL BOARD; DEFINING SAID BOARD'S DUTIES, POWERS, SCOPE~OF RESPONSIBILITY, LIMITATIONS, ETC; AND PROVIDING FOR AN APPEAL PROCEDURE WITHIN THE CLASSIFIED SERVICE.
