Marshall; Jerri Martin; <br />Melissa Mil1ecam; Juan Palomo; Terry Roberts; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Minutes of the November 25, 1974, meeting were approved on motion of <br />Mr. Sutton, second of Mr. Hansen. <br /> <br />Mayor Craddock presented a Proclamation issued December 2, 1974, in honor of <br />the tenth anniversary of Gary Job Corps Training Center to Director of the <br />Center, William C. Hearnton. <br /> <br />I <br /> <br />The Mayor introduced a discussion of utilities in San Marcos. Councilman Dibrell <br />stated that he wanted, on behalf of San Marcos consumers, to request that the <br />utilities companies break down the individual charges on customers bills. He <br />also stated the need for a way to verify the increased costs of fuel and services <br />to insure that more than the increase was not being passed on to the consumer. <br />Mr. Dibrell and Mayor Craddock requested Resolutions encouraging the utility <br />companies, the Lower Colorado River Authority and Entex, to clarify on each <br />bill the charges as well as protest the fact that,in the case of LCRA, a <br />commodity price index clause was charged to retail customers and not wholesale <br />customers. <br /> <br />Regarding the next agenda item, the City Manager reported that the Airport <br />Commission had met December 6 after the agenda had been prepared, and had <br />reached agreement on recommendations which would be made to the Council regarding <br />lease agreements on December 16, 1974. <br /> <br />Mr. Hansen moved approval of a Follow-Up Order authorizing the issuance of <br />Certificates of Obligation 7 and 8, Series 1974, and cash in the amount of <br />$890.00, for costs incurred in the construction of the new city hall, and <br />declaring an emergency. Mr. Sutton seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock read the caption of an Ordinance as follows: <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT CERTAIN <br />ORDINANCE NUMBERED 1974-61 ESTABLISHING THE SALARY SCHEDULE AND <br />AUTHORIZED POSITIONS OF THE POLICE AND FIRE SERIES BY REDUCING THE <br />NUMBER OF AUTHORIZED FIRE TRAINEES AND FIRE FIGHTERS FROM 23 IN <br />NUMBER TO 22 IN NUMBER AND RAISING THE STARTING SALARY FOR SAID <br />POSITIONS FROM $461 MONTHLY TO $486 MONTHLY. <br /> <br />Mr. Sutton moved approval of the Ordinance on first reading. Mr. Hansen <br />seconded the motion, which passed unanimously. <br />
