Mr. Ruben Ruiz was present to represent the applicant, Ralph Gonzales. Present to object to the zoning change were Scott Burton, a high school student, and Mrs. D.B. Thomas. On roll call, the vote to approve the motion was recorded as follows: AYE: Cunningham, Craddock, Flores, Hansen, Sutton NAY: Breihan, Dibrell. The Mayor declared the Ordinance Passed, Approved and Adopted. II The Mayor read the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT CERTAIN ORDINANCE NUMBERED 1966-19 AND CODIFIED AS APPENDIX A OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, AND KNOWN AS THE GENERAL ZONING ORDINANCE BY ADDING TO SECTION 2 OF SAID ORDINANCE A PARAGRAPH LETTERED "D" ESTABLISHING A WAITING PERIOD OF 12 MONTHS FOR THE FILING OF REAPPLICATION FOR CHANGE OF ZONING. Mr. Hansen moved approval of the Ordinance on third and final reading. Mr. Flores seconded the motion, which passed unanimously. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TRANSFER OF FRANCHISE FOR CABLE TELEVISION WITHIN THE CITY OF SAN MARCOS PREVIOUSLY GRANTED TO COMMCO OF SAN MARCOS, INC., TO KARNACK CORPORATION OF AUSTIN, TEXAS. Mr. Dibrell moved approval of the Ordinance on third and final reading. Mr. Hansen seconded the motion. Mr. Sutton moved approval of the appointment of Mrs. Robert Cavazos to the Library Board. Mr. Hansen seconded the motion, which passed unanimously. Mr. Hansen moved approval of the appointment of Mrs. Margaret Broussard and Mr. Louis Endris to the Citizen Review Board for Tax Reappraisal. Mr. Dibrell seconded the motion, which passed unanimously. Dr. Craddock moved approval of the appointment of Councilman Bill Dibrell as representative to the Capital Area Planning Council. Mr. Hansen seconded the motion, which passed with six votes in favor and Mr. Dibrell in abstention. Dr. Cr~ddock moved approval of the appointment of Councilman Ted Breihan as alterna~e representative to the Capital Area Planning Council. Mr. Hansen seconded the motion, which passed with six votes in favor and Mr. Breihan in abstention. Mr. Sutton moved approval of the confirmation of Mayor Craddock's appointments to a Juvenile Delinquency Study Committee as follows: Pedro Grimaldo, Marvin Altenhoff, Ardelia Brennen, Alvin Sallee, Sally Bowles, Carolina Rivas and Leroy Rodriguez. Mr. Hansen seconded the motion, which passed unanimously. Dr. Craddock named Mr. A1tenhoff temporary chairman of the committee.
