<br />126 <br /> <br />regular meeting, december 16, 1974 <br /> <br />page four <br /> <br />Mayor Craddock announced that two nominations had been made for the one <br />vacancy on the Citizen Review Board for tax reappraisal: Marcos Vargas, Jr. <br />and Paul Guerrero. At the suggestion of Mr. Dibrell, it was agreed that the <br />person receiving the most votes would be named a full member, while the other <br />nominee would be named an alternate member. On roll call, Councilmen voted <br />as follows: <br /> <br />GUERRERO: <br />V ARGAS: <br /> <br />Breihan, Cunningham <br />Dibrell, Craddock, Hansen, Sutton. <br /> <br />The Mayor declared Mr. Vargas appointed as a full member of the Review Board <br />and Mr. Guerrero an alternate member. <br /> <br />I <br /> <br />Mrs. Ellen Motheral came before the Council to re~uest the matter of a no- <br />parking area on North Street becbrought from the table. Mr. Dibrell moved <br />same and Mr. Hansen seconded the motion which passed unanimously. Mr. Dibrell <br />moved the curb in frnntt6f Miss Jennie Garth's sidewalk on North Street be <br />painted for a distance of one car length to indicate no-parking as a temporary <br />measure until a permanent solution could be reached. Mr. Cunningham seconded <br />the motion, which passed unanimously. <br /> <br />Mr. Apolinar Mendoza came before the Council with an invitation for Councilmen <br />to attend a convention of the Sociedad Mutualista Cuauhtemoc February 8 and 9, <br />1975, a request for a parade permit at that time, and a request for permission <br />to plant a tree on the grounds of the new City Hall. Mayor Craddock thanked <br />Mr. Mendoza and members of Sociedad Mutualista Cuauhtemoc for the invitation and <br />for the donation of a tree at the City Hall site. <br /> <br />Mr. Dibrell moved to recess to Executive Session to discuss proposed acquisition <br />of real property. Dr. Craddock seconded the motion. Mr. Sutton objected to the <br />recess, stating that he wished to conduct the business in open session. On roll <br />call, the following vote was recorded: <br /> <br />AYE: Breihan, Cunningham, Dibrell, Craddock, Hansen <br />NAY: Sutton. <br /> <br />The Mayor declared the motion passed, and at 8:40 p.m., the Council recessed to I <br />Executive Session in the City Attorney's office, with the exception of Councilman <br />Sutton. <br /> <br />At 9:25 p.m., the Council reconvened in Regular Session on motion of Mr. Dibrell <br />and second of Mt~ Cunningham, the vote being unanimous. The Mayor reported that <br />the Council had discussed various alternatives with regard to various pieces of <br />property and that no decision had been reached. <br /> <br />Mr. Hansen requested temporary warning signs be placed on Sessom Drive at Academy <br />to warn motorists of the hazardous curve until the permanent signs ordered but <br />not yet received could be installed. <br /> <br />Mayor Craddock requested the traffic engineering department study the timing of <br />traffic signals on Hopkins Street through Guadalupe and Edward Gary to see if <br />the flow of traffic on Hopkins could be improved. <br /> <br />Mr. Sutton requested a brief discussion of the plans for a Planning Committee for <br />the Community Development Program. The City Manager stated that such a committee <br />would require Charter revision in the April election. <br /> <br />Mr. Breihan requested a meeting with the Environmental Advisory Committee on the <br />January 6 workshop agenda to discuss drainage problems and also requested Council <br />consideration of an em~lem for the City and future plans for the present City Hall. <br /> <br />The meeting adjourned at 9:35 p.m. <br /> <br />r:<'" <br />.~ <br />6~~ <br /> <br />I <br /> <br />ATTEST: <br /> <br />Emmie Craddock <br />Mayor <br /> <br />,I', < <br />.(/~./ .
