Roberts; Kathy Morris; <br />Eleanor Crook; Carmen Polhemus; Jerri Martin; Juan Palomo; Terry <br />Roberts; Rowe Ray; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Minutes of the Regular Meeting held January 13, 1975, were approved as presented <br />on motion of Councilman Sutton and second of Councilman Hansen. <br /> <br />I <br /> <br />Dr. Robert Stevenson came before the Council with a report defining the activities <br />of the Citizen Review Connnittee for Tax Reappraisal. Dr. Stevenson reviewed the <br />recommendation of the 1974 Board of Equalization which encouraged a general <br />reappraisal program for the City and a citizen review committee to monitor the <br />program. Following his description of the method employed by the staff and citizen <br />committee to reappraise all property within the City, Dr. Stevenson emphasized the <br />desirability of setting current, fair market values on all property and cautioned <br />the Council against approving the reappraisals without also lowering the tax rate. <br /> <br />The Mayor introduced an Ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY OFcSAN MARCOS, TEXAS, AMENDING SECTION 16 OF <br />APPENDIX A OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS.BY <br />DELETING SECTION 16(3) AND SUBSTITUTING IN ITS PLACE A NEW SUBSECTION <br />(3) TO SECTION 16 SO AS TO ESTABLISH MINIMUM OFF-STREET PARKING <br />REGULATIONS AND STANDARDS FOR ALL MULTI-FAMILY DISTRICTS AND STRUCTURES; <br />AND DECLARING AN EMERGENCY. <br /> <br />Mr. Sutton moved the Ordinance be Passed, Approved and Adopted, as an emergency. <br />Mr. Hansen seconded the motion, which passed unanimously. <br /> <br />Mr. Breihan moved the bid for construction of the L.B.J. Drive Improvement program <br />be awarded to Dean Word Company of New Braunfe1s in the amount of $94,752.35, on <br />the basis of that company having submitted the lowest and best bid. Mr. Hansen <br />seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />Mr. Breihan moved to bring from the table three ordinances contemplating changes <br />of zoning on property in the North L.B.J. Drive area which had been tabled pending <br />award of the bid described above. Mr. Sutton seconded the motion, which passed <br />unanimously. <br />
