<br />The Mayor read the caption of an Ordinance as follows:
<br />
<br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES
<br />AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND
<br />LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF
<br />LOT 19 AND THE NORTHEAST ONE-HALF OF LOT 18 OF BLOCK 1 OF THE
<br />FOREST HILL ADDITION, LOCATED AT 918 N. L.B.J. DRIVE AND 202 WALNUT
<br />STREET, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "D" (MULTIFAMILY).
<br />
<br />Mr. Breihan moved approval of the Ordinance on first reading. Mr. Sutton
<br />seconded the motion. W.H. Hamilton, applicant, was present and represented I
<br />by attorney Thomas Harwood. Charles Suckle and Pat Norwood, property owners
<br />within 200 feet of the proposed change, were present to object to the rezoning.
<br />On roll call, the following vote was recorded:
<br />
<br />AYE: Breihan, Hansen
<br />NAY: Dibrell, Craddock, Flores, Sutton.
<br />
<br />The Mayor declared the motion failed and the request for rezoning denied.

<br />THREE ACRE TRACT OUT OF THE T.J. CHAMBERS SURVEY, LOCATED AT 1252
<br />NORTH L.B.J. DRIVE, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO
<br />"R-2" (DUPLEX).
<br />
<br />Mr. Sutton moved approval of the Ordinance on first reading. Mr. Breihan
<br />seconded the motion. Mrs. Leon Davis, applicant, was not present. There
<br />were no objections presented to the requested change. On roll call, the
<br />motion to approve the Ordinance on first reading passed unanimously.

<br />12, 13 AND 14 IN THE SAN MARCOS HEIGHTS SUBDIVISION, AND ALSO A
<br />TWO-ACRE TRACT OUT OF THE T.J. CHAMBERS SURVEY ADJOINING THESE LOTS
<br />TO THE REAR, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "D" (MULTIFAMILY).

<br />Mr. Hansen moved approval of the Ordinance on second reading. Mr. Breihan
<br />seconded the motion. Mr. & Mrs. D.B. Thomas, applicants, were present and
<br />represented by attorney Thomas Harwood. Mrs. Inez Ramsay and John Dunn were
<br />present to object to the requested rezoning, both persons owning property within
<br />200 feet of the property in question. On roll call, the following vote on the
<br />motion to approve the Ordinance on second reading was recorded as follows:
<br />
<br />AYE: Breihan, Flores, Hansen
<br />NAY: Dibrell, Craddock, Sutton.
<br />
<br />The Mayor declared the motion failed and the request for rezoning denied.

<br />Mayor Craddock opened a Public Hearing to consider short term objectives for
<br />Community Development Activities. The Council and visitors discussed the list
<br />of priorities which had been previously, tentatively, established by the Council.
<br />Mr. Hansen moved approval of the following priorities. Mr. Flores seconded the
<br />motion. The list of priorities is a~ follows:
<br />
<br />1. Channelization of Willow Creek;
<br />2. Construction of drainage structures and facilities along drain
<br />fields 1, 2 and 3;
<br />3. Housing
<br />A. Acquisition and clearance of selected structures located in the
<br />floodway zonesr.along Willow and Purgatory creeks;
<br />B. Selected rehabilitation, code enforcement, and redevelopment in
<br />the El Molino planning area;
<br />C. Selected rehabilitation, code enforcement, and redevelopment in the
<br />Victory II, Tex. A-6 planning area;
<br />D. Completion of an accurate housing survey in the Victory I area
<br />as preparation for housing rehabilitation and redevelopment;
<br />4. Construction of wastewater, water, and street facilities in the Bluebonnet
<br />Circle area;
<br />
<br />5. Paving of Broadway Street and construction of associated drainage
<br />facilities and sidewalks;
<br />
