<br />160 <br /> <br />regular meeting, february 24, 1975 <br /> <br />page two <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A..RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR COMMUNITY <br />DEVELOPMENT FUNDS FOR ACTION YEAR ONE PURSUANT TO THE HOUSING AND <br />COMMUNITY DEVELOPMENT ACT OF 1974. <br /> <br />Mr. Hansen moved approval of the Resolution. Mr. Cunningham seconded the <br />motion. Councilmen discussed various aspects of the application. The <br />City Manager informed the Council that the multi-purpose, social service <br />facility which had been previously discussed had been included in the <br />program as a multi-year program. Mr. Baugh explained that, while no monies <br />were allocated directly for the program in Action Year One, further study <br />would be given the project in that year with respect to planning, site <br />selection, and evaluation. On roll call, the vote to approve the motion <br />was unanimous. <br /> <br />I <br /> <br />The Mayor introduced a Resolution establishing procedure for the Regular City <br />Election to be held April 1, 1975. Mr. Cunningham moved approval of the <br />Resolution. Mr. Breihan seconded the motion. On roll call, the vote to <br />approve the Resolution was unanimous and, on that basis, the Order Calling <br />the Election was issued by Mayor Craddock, <br /> <br />Mr. Sutton moved award of bid to Val View Construction of Seguin for construction <br />of a metal building for the dog pound in the amount of $12,998 as the lowest <br />and best bid. Mr. Hansen seconded the motion, which passed unanimously. <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ESTABLISHING PRIORITIES FOR EXPENDITURE OF FUNDS RECEIVED UNDER THE <br />FEDERAL URBAN HIGHWAY SYSTEM. <br /> <br />Mr. Sutton moved approval of the Resolution. Mr. Hansen seconded the motion, <br />which passed with six votes in favor and Mr. Flores in abstension. <br /> <br />AN ORDINANCE OF THE CITY OF SAN !-lARCOS, TEXAS, REPEALING THE SUBDIVISION <br />ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, CODIFIED AS APPENDIX C OF THE <br />CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, AND ENACTING A NEW <br />ORDINANCE TO BE CODIFIED AS APPENDIX C OF SAID CODE ADOPTING AND PROMULGATING <br />RULES AND REGULATIONS GOVERNING THE PLATTING OF LAND INTO SUBDIVISIONS IN <br />THE CITY OF SAN MARCOS AND WITHIN THE EXTRA-TERRITORIAL JURISDICTION OF THE <br />CITY OF SAN }fARCOS AND REQUIRING PLATS TO CONFORM TO SUCH RULES AND REGULA- <br />TIONS IN ORDER TO PROCURE THE APPROVAL OF THE CITY PLANNING AND ZONING <br />COMMISSION OF THE CITY OF SAN MARCOS; DEFINING TERMS; FORBIDDING TRANSFERS <br />OF LAND WITHOUT COMPLYING WITH THE TERMS OF THIS ORDINANCE; PROVIDING <br />FOR VARIANCES FROM THE PROVISIONS OF THIS ORDINANCE; PROVIDING FOR THE APPEAL <br />OF THIS ORDINANCE; PROVIDING PENALTIES FOR THE VIOLATION OF ANY OF THE <br />PROVISIONS OF THIS ORDINANCE; PROVIDING FOR THE EFFECTIVE DATE; AND PROVIDING <br />FOR THE STUDY AND PASSAGE OF THE ORDINANCE. <br /> <br />I <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />Mr. Hansen moved approval of the Ordinance on second reading. Mr. Sutton <br />seconded the motion. The City Manager reported that an amendment to the <br />Ordinance was being considered by the staff for recommendation to the Council <br />at the next regular meeting which would delete the reference to "approval of <br />such project has been given by the Commission" for townhouse development. <br />On roll call, the vote to approve the second reading of the Ordinance was <br />unanimous. <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND <br />RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, <br />DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF A THREE ACRE <br />TRACT OF LAND OUT OF THE T.J. CHAMBERS SURVEY, LOCATED AT 1252 NORTH L.B.J. <br />DRIVE, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "R-2" (DUPLEX).. <br /> <br />I <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />Mr. Breihan moved approval of the Ordinance on third and final reading. <br />Mr. Sutton seconded the motion, which passed unanimously. <br />
