182 regular meeting, march 24, 1975 page two Dr. Willard Stouffer came before the Council to present certificates of com- pletion for an ICMA class in "Supervisory Practices" to the following City employees: Larry Gordon; James Hoots; Ramiro Lugo; Thomas Ragsdale; Doug Rawlings; Raul Rodriguez; and C.L. Schmidt. The Mayor read the caption of a Resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE MAYOR OF SAID CITY TO EXECUTE A QUITCLAIM DEED TO THE MRS. JEWEL PETERSON ESTATE CONVEYING TWO PARCELS OF LAND DESCRIBED BY EXHIBIT A AND B ATTACHED HERETO AND INCORPORATED HEREIN. I Mr. Dibrell moved approval of the Resolution. Mr. Hansen seconded the motion, which passed unanimously. The Mayor read the caption of a Resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A CONTRACT FOR SERVICES BETWEEN SOUTHS IDE COMMUNITY CENTER AND THE CITY OF SAN MARCOS, TEXAS, PROVIDING FOR RECREATIONAL SERVICES AT CITY PARK AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACT ON BEHALF OF THE CITY. Mr. Sutton moved approval of the Resolution. Mr. Flores seconded the motion. Mr. Breihan stated his concern with the safety of such a recreational program on the San Marcos River. On roll call, the following vote was recorded: AYE: Cunningham, Dibrell, Craddock, Flores, Hansen, Sutton NAY: Breihan. The Mayor read the caption of a Resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE HAYS COUNTY TRANSPORTATION PLAN AS COMPILED AND PRESENTED BY THE TEXAS HIGHWAY DEPARTMENT. Mr. Breihan moved approval of the Resolution. Mr. Cunningham seconded the motion, which passed unanimously. I The Mayor read the caption of a Resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SUPPORTING THE CREATION OF A COMMISSION TO PROVIDE FOR REGULATION, BY THE STATE OF TEXAS, OF ALL UTILITY COMPANIES OPERATING WITHIN THIS STATE. Mr. Dibrell moved approval of the Resolution. Mr. Cunningham seconded the motion. Mr. Sutton requested the Resolution be amended to "urge all cities to join in support of the creation of a utilities connnission". Mr. Dibrell and Mr. Cunningham agreed to the amendment. On roll call, the motion to approve the Resolution, as amended, passed unanimously. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE AMENDING THAT CERTAIN ORDINANCE KNOWN AS THE SUBDIVISION ORDINANCE OF THE CITY OF SAN ~COS, TEXAS, CODIFIED AS APPENDIX C IN THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, BY DELETING SUBSECTION 2-B OF SECTION I, ENTITLED "LOTS", OF ARTICLE 7, ENTITLED "SUBDIVISION DESIGN REQUIREMENTS", AND ADDING A NEW SUBSECTION 2-B THERETO PROVIDING FOR MINIMUM LOT REQUIREMENT FOR TOWNHOUSES, REQUIRING OPEN SPACE, AND ESTABLISHING OTHER LOT CRITERIA. I Mr. Hansen moved the Ordinance be approved on second reading. Mr. Breihan seconded the motion, which passed unanimously. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29, ENTITLED "TRAFFIC", ARTICLE V, ENTITLED "TRAFFIC CONTROL DEVICES", BY ADDING NEW SECTIONS NUMBERED 29-156, '~UTHORITY OF CHIEF OF POLICE TO MAKE TEMPORARY REGULATIONS; EXPERIMENTAL REGULATIONS", AND 29-l57, "TRAFFIC CONTROL DEVICE TESTS". Mr. Hansen moved approval of the Ordinance on second reading. Mr. Breihan seconded the motion, which passed unanimously.
